Board of Supervisors Appoint Frank Kim as New County CEO

The Orange County Board of Supervisors welcomed new County Executive Officer Frank Kim to his first official day on the job after unanimously ratifying his contract and honoring outgoing CEO Mike Giancola.

Kim becomes the 11th county administrative officer since the position was created in 1967. He was County Budget Director for five years before being named Chief Financial Officer in 2013.

“Frank Kim wasn’t here when Orange County filed bankruptcy but he left the private sector in 1995 to come here to help reposition our financial situation,” said Chairman Todd Spitzer, Third District Supervisor. “For two decades, he has worked closely with the Board to help the County move out of the bankruptcy and I look forward to seeing his leadership shape the next chapter in Orange County’s future.”

Since joining the County in 1995, Kim has served in a number of management roles with agencies including the County Executive Office, Auditor-Controller Department, OC Waste & Recycling and the Probation Department. Before starting his career with the County, Kim worked as an internal auditor for American Restaurant Group and as a tax accountant for Arthur Andersen & Co. Kim, an Asian-America is the first ethnic minority to ever serve as Orange County’s CEO.

Board of Supervisors Salute Veterans with Memorial Day Resolution

The last Monday of May is observed throughout the United States as Memorial Day to commemorate the men and women who paid the ultimate price in service to their country. This month the Board of Supervisors adopted a resolution to honor Memorial Day and to recognize Veterans.

“In Orange County we took action to respectfully honor our Veterans on Memorial Day. The Board of Supervisors designated 11 am as a time to unite in prayer, 3 pm as the “Moment of Remembrance” and we directed that all flags at County buildings be flown at half-staff on Memorial Day until noon,” said Chairman Todd Spitzer. “Memorial Day is a time to reflect and pay tribute to the men and women who have personally sacrificed to serve our Country and to protect our freedom.”

During the Board meeting, the Orange County Veteran Advisory Council provided the display of flags of the United States Army, the United States Marine Corps, the United States Navy, the United States Air Force, and the United States Coast Guard in the lobby of the Hall of Administration.

Southwest Airlines Adds New Destination Service to Kansas City and St. Louis for Orange County

Chairman Todd Spitzer joined Southwest Airlines and the Orange County Business Council this week in announcing an expansion of destination service at John Wayne Airport. The new destinations for Orange County area travelers at John Wayne Airport, as well as becoming the only airline to offer nonstop flights from Orange County (SNA) to Kansas City (MCI) and St. Louis (STL), beginning November 22, 2015.
 
 
Chairman Todd Spitzer, Southwest Airlines' Senior Director of Network Planning and Performance Dave Harvey; and Orange County Business Council Board of Directors Chair Laura DeSoto, shared their excitement for these new routes during a media event overlooking John Wayne Airport's Thomas F. Riley Terminal and airfield.

"We are fortunate to have a world-class airport right here in Orange County. John Wayne Airport is beautiful, convenient and generates over six billion dollars in annual economic impact – it is a powerful engine that helps drive our economy," shared Board of Supervisors Chairman Todd Spitzer. "That engine will be even more powerful come November with thanks to Southwest Airlines and the launch of new nonstop service to Kansas City and St. Louis."

Orange County Transportation Authority Hosts Budget Workshop

At the regularly scheduled board meeting on Monday, the Orange County Transportation Authority (OCTA) Board of Directors held a budget workshop to review the Proposed FY 2015-16 Budget. The $1 billion expenditure plan provides resources to continue several critical projects for Orange County’s transportation network. Specifically, OCTA’s budget emphasizes the need to keep the promises of Measure M, the voter-approved ½ percent sales tax, sustains bus and rail services with no fare increases, and continues to meet the objectives of the 91 Express Lanes.

Specific funding for projects in the 3rd District include:
  • M2 Project B, I-5 widening (between I-405 and SR-55) environmental work underway with anticipated completion of the environmental phase in fall 2017
  • M2 Project F, SR-55 widening (between I-405 and I-5) supplemental environmental analysis underway with anticipated completion of the environmental phase in fall 2016
  • M2 Project F, SR-55 widening (between I-5 and SR-91) begin environmental work with an anticipated completion in summer 2018
  • Project I, SR-91 westbound widening (between SR-55 and Tustin Avenue) construction underway with completion anticipated in summer 2016
  • Project I, SR-91 widening (between SR-57 to SR-55) environmental work underway with anticipated completion of the environmental phase in fall 2017
  • Project L, I-5 widening - environmental work underway with anticipated completion of the environmental phase in early 2017
  • Freeway Mitigation Program – manage open space properties
OCTA will hold a Public Hearing on its FY 2015-16 Budget at its regularly scheduled Board meeting on June 8, 2015.

Supervisor Todd Spitzer Hosts Safe Communities Meeting, Impacts of Violent Video Games

In partnership with the OC Health Care Agency, Supervisor Todd Spitzer will host a Safe Communities Meeting, Violent Video Games where experts will discuss the impacts of violent video games.

At the meeting, law enforcement and clinical experts will discuss how violent video games impact the community. Speakers, which include Deputy Clay Cranford from the Orange County Sheriff’s Department, Mary Hale Director of Behavioral Health Services, Orange County Health Care Agency and Dr. Kenneth Woog, who is a Clinical Psychologist, will also discuss prevention strategies for parents. Attendees will learn how to identify warning signs of video game addiction and violent behavior. Community organizations will host information booths and provide additional resources.

Spitzer Web Site Now Includes Google Map of Third District

 
The County of Orange has long had static maps of supervisorial districts on County web sites. At the request of Chairman Todd Spitzer’s office, County IT has developed interactive Google Maps of supervisorial districts to help residents better ascertain what district a certain location is in.

“Static maps make it difficult to determine what district a location is in if it is near the district boundary,” Chairman Spitzer said. “We have had countless residents in split areas like Anaheim, Irvine, and Trabuco Canyon call my office and wait for my staff to examine a giant poster board to determine what district a certain location is in.”

With the Google Map, visitors to Chairman Spitzer’s web site will be able to zoom in on exact streets and topographical features to determine if a particular location is in the Third District or another supervisorial district.

“The Third District Google Map enables visitors to my County web site to utilize all of Google’s options, including map view and satellite view,” Chairman Spitzer said. “This new feature will help the public more quickly determine if a particular location is in my district or another Supervisor’s district.”

County IT staff have deployed the Third Supervisorial District Google Map on Chairman Spitzer’s web site and will soon be offering district Google Maps to the other four County Supervisors.

Spitzer Gains Adoption of Pension Reform Proposal at OCFA
The Orange County Fire Authority (OCFA) Board of Directors unanimously approved a pension reform proposal by OCFA Director Todd Spitzer to allow newly-hired executive management employees aged 60 or older to opt out of a pension. The proposal was made possible by a pension system regulation that was ratified at the urging of then-Supervisor/now-Senator Patricia Bates, who is also a former OCFA Director.

“This is as far as state law will allow for moving OCFA executive management employees into 401(k)-style retirement plans,” OCFA Director Spitzer said. “Before OCFA approved this policy, OCFA executive management employees could not even refuse to enroll in a pension plan. Now, new OCFA executives who are at least 60 years old will be able to decide on an individual basis if they want to have a defined benefit pension plan or a 401(k)-style defined contribution plan.”

The newly-adopted proposal is the furthest possible move toward 401(k)-style retirement plans for OCFA executive management employees allowed by California Government Code Section 31552.

“I am appreciative and thankful to then-Supervisor/now-Senator Bates for her work in gaining ratification of the regulations that made this policy possible,” Spitzer said. “I have gained passage of this policy for all employees at the County, IHSS Public Authority, LAFCO, TCA, and OCTA, and I will continue my effort to get this policy adopted by other government agencies across Orange County.”

In November, Bates obtained ratification for the regulations permitting employers like the County to adopt a policy allowing its new employees aged 60 or over to opt out of the pension system. Spitzer gained passage of this policy for all employees of the County of Orange and the In-Home Supportive Services Public Authority in January, LAFCO and TCA in February, and OCTA in March. In February, the Children and Families Commission unanimously approved this policy for its employees.

Yorba Linda-11th Marine Expeditionary Unit Inaugural Event

On December 16, 2014, the Yorba Linda City Council formally adopted the 11th Marine Expeditionary Unit (MEU) stationed out of Camp Pendleton in order to show support for the military personnel and their families.
