Charged with protecting those they serve, police officers put themselves in harm’s way to enforce the law. Unfortunately, some officers pay the ultimate price, laying down their own life in valiant service of others. In honor of these fallen heroes, the Orange County Sheriff’s Advisory Council and the Orange County Chiefs’ of Police and Sheriff’s Association (OCCPSA) each year sponsor the Peace Officers’ Memorial Ceremony.
The Memorial Ceremony and Candlelight Vigil is held at the Orange County Peace Officers’ Memorial Monument. The ceremony included the Peace Officers’ Memorial Honor Guard, a roll call of honor naming of each fallen officer, a caparisonded horse (riderless horse), Fly over of helicopters in “missing man” formation, a 3-volley gun salute, buglers and bagpiper. The Candlelight Vigil closes the Memorial Ceremony. |

Supervisor Todd Spitzer presented a Resolution to Daniel Llorens, President of the Orange County Chiefs’ of Police and Sheriff’s Association and Chief of Fountain Valley Police Department to honor of the sacrifice of the fallen officers in Orange County.
“We are here because these 53 names and their families deserve our respect,” said Supervisor Todd Spitzer. “We must be strong and stand together so that no more names are added to the wall.” |

Chairman Todd Spitzer participated in the 23rd Annual Memorial Day Event, “Celebrate Our Troops” at Fairhaven Park. The festivities included special performances by the winner of the “Star-Spangled Singer” contest as well as a three-tiered performance of the National Anthem featuring an amalgamation of musical styles to illustrate “The Sounds of Liberty.”
“I hope that people carry the spirit of Memorial Day with them every day. It is important to remember the significant sacrifices that brave men and women have made to defend our freedom,” said Supervisor Spitzer. |

County Approves Purchase & Sale Agreement for 1000 N. Kraemer Place Property |

This week the Board of Supervisors approved a purchase and sale agreement for the purchase of property at 1000 N. Kraemer Place in Anaheim with a 5-0 vote. Community Forums and meetings will be structured to give residents, businesses and other interested stakeholders the opportunity to discuss potential uses for the site, including a year-round emergency shelter and multi-service center.
The property consists of a 24,384 square foot industrial warehouse building and approximately 13,824 square foot of office space that is situated on an approximate 1.87 acre parcel with 68 parking spaces. The building is currently occupied by a commercial air condition repair shop.
This vote is the first action in what will begin 90 days of due diligence investigations.
“I support multiple town hall discussions with the community about what, if any use, there might be,” said Chairman Todd Spitzer. Spitzer stated that Orange County will hold two community meetings in the evenings to talk about how the land and warehouse would be used. Spitzer also stated that he wants everyone’s voice to be heard.
The due diligence process includes procurement of a preliminary title report, appraisal, conducting any necessary California Environmental Quality Act reviews, Phase I environmental site assessment, land survey, structural and physical inspection, roof inspection, sewer line inspection, hazardous materials inspection, and safety inspection.
The next steps for this project will include a series of evening Community Forums and meetings. The community meetings currently proposed are identified below. Specific dates and times for the evening Community Forums and meetings will be announced through press releases and other methods such as direct mailings, city and county website postings and email distribution.

- Community Forum in Anaheim at either Vineyard Church or Eastside Christian Church in June 2015
- Community Forum in Fullerton at either EV Free Church or Grace Ministries Church in July 2015
- Anaheim East District Neighborhood Council meeting in July 2015
Elected official supporters at Tuesday’s meeting included Anaheim Councilwoman Kris Murray, Fullerton Council Members Jennifer Fitzgerald and Doug Chaffee and a representative of State Senator John Moorlach (R-Orange). The Orange County Business Council and the Building Industry Association of Orange County have also voiced their support for a shelter at the Kraemer site.

Elected officials, along with transportation and water-district leaders, gathered to launch a multi-agency water conservation campaign in Orange County with the message, “Every Drop Counts,” to help raise awareness and address California’s severe drought.
“OCTA buses might also carry a little more dust, as the bus-washing schedule is being cut back to two days per week,” said Todd Spitzer, chairman of the Orange County Board of Supervisors and an OCTA director. “OCTA alone is now saving enough water to fill more than 10 Olympic-size swimming pools compared to what it was using eight years ago. If everybody does what they can, we’ll come out of this drought smarter about how we use our precious water resources.”
A bus wrapped with the conservation messages was unveiled with the help of the Orange County Transportation Authority Board of Directors outside OCTA’s headquarters. Other public agencies participating in the campaign include Caltrans, the County of Orange, Irvine Ranch Water District, Municipal Water District of Orange County and the Transportation Corridor Agencies. Along with wrapped buses, the campaign will include printing and distributing window clings with the conservation message at public events that agencies also will use on their fleets.
“We are pleased to partner with OCTA to deliver the message that the statewide drought is real and we all need to do our part to save water,” said Steve LaMar, President of the Irvine Ranch Water District Board of Directors. “Because over 60 percent of water use occurs outdoors, we are encouraging our customers to reduce their outdoor water use by 50 percent.” More information can be found at IRWD.com. |

Supervisor Todd Spitzer and the OC Health Care Agency hosted a Safe Communities Meeting on Violent Video Games and their potential impact on the community.
At the meeting, law enforcement and clinical experts discussed how violent video games impact the community. Tips on how to identify warning signs of video game addiction and violent behavior were given by the speakers that included Deputy Clay Cranford from the Orange County Sheriff’s Department, Mary Hale Director of Behavioral Health Services, Orange County Health Care Agency and Dr. Kenneth Woog, a Clinical Psychologist, who specializes in video game addiction. |

OCTA Seeking Applications for the Teen Council |

OCTA is looking for new members to serve on its Teen Council during the 2015-2016 school year. Students members will have the opportunity to give input and work together on projects that will impact the way that OCTA promotes services, specifically for teens. Teen Council Applications and flyers are available on OCTA’s website. The application period is now open, and will close on July 31, 2015. OC LAFCO is Hosting a Community Workshop: Focused Municipal Service Review for Orange County Sanitation District (OCSD) Service Area 7 |

OC LAFCO is hosting a community workshop on Wednesday, June 17 from 6:00 to 8:00 pm at the Foothill High School Event Center to inform residents of a recent study prepared by OC LAFCO evaluating local sewer service providers in the area. OC LAFCO is a state agency charged with encouraging logical agency boundaries and the efficient delivery of municipal services.
The primary purpose of OC LAFCO’s study, Focused Municipal Service Review for Orange County Sanitation District (OCSD) Service Area 7 is to evaluate short and long-term options for local sewer service delivery and related cost impacts to residents and businesses located in the area.
OCSD Service Area 7 includes the western half of the City of Tustin, all of unincorporated North Tustin (including Cowan Heights, Lemon Heights, Panorama Heights, Red Hill and Rocking Horse Ridge) and the unincorporated community known as El Modena, which is substantially surrounded by the City of Orange.
