Supervisor Todd Spitzer Invites the Community to Participate in National Night Out |

National Night Out is a community police awareness-raising event in the United States, held the first Tuesday of August.
This year, Supervisor Todd Spitzer is scheduled to participate at the National Night Out event in the City of Orange to support local law enforcement in their effort to partner with the residents to work together against crime.
“It’s important for law enforcement to work together with the community,” said Supervisor Spitzer. “I hope that residents will bring their families out to meet the people who sacrifice every day to keep our community safe.”
The introduction of National Night Out, “America’s Night Out Against Crime,” in 1984 began an effort to promote involvement in crime prevention activities, police-community partnerships, neighborhood camaraderie, and to send a message to criminals letting them know that neighborhoods are organized and fighting back.

Orange County Board of Supervisors Chairman Todd Spitzer called a Special Board Hearing on adopting a new public safety oversight model in Orange County. The hearing provided the Board of Supervisors with the opportunity to receive testimony, hold discussion and analyze various oversight models including the Office of Independent Review.
A prominent group of distinguished presenters discussed options with the Board of Supervisors. The speakers included: Orange County Sheriff-Coroner Sandra Hutchens; Merrick Bobb, Executive Director of the Police Assessment Resource Center; Erwin Chemerinsky, Dean of the University of California, Irvine School of Law; Kimberly Edds, a former Orange County Register reporter and spokeswoman for the Association of Orange County Deputy Sheriffs; Brian Buchner, President of the National Association for Civilian Oversight of Law Enforcement (NACOLE) and Michael Gennaco, Principal at OIR Group.
The contract for the current Office of Independent Review (OIR) expires at the end of August. The Board expressed its intention to not renew the contract for the current provider and expressed interest selecting a different model that allows for stronger oversight and transparency of law enforcement.
The Orange County Office of Independent Review was established by the prior Board of Supervisors in 2008 to “monitor, assist, oversee and advise” the Orange County Sheriff-Coroner Department in its handling of critical incidents and allegations of employee misconduct.
“We need changes in public safety oversight,” said Chairman Spitzer. “We also don’t want to see any lapse in civilian oversight, despite the upcoming contract expiration.”
At the meeting, Chairman Spitzer and Supervisor Andrew Do were selected to serve as an ad hoc committee to study the various models, and they are anticipated to return to the Board at the August 4 meeting to offer recommendations for an interim solution to approve at the August 25 meeting. This will allow for a solution prior to the expiration of Connolly’s contract on August 31. |

Supervisor Spitzer attended Tustin’s Concert in the Park at Pepper Tree Park to welcome residents and lead the Pledge of Allegiance. Before introducing the band Pettybreakers, Spitzer rallied the crowd, spoke of his admiration of Tom Petty and the Heartbreakers, and talked about his attendance at previous Pettybreakers concerts. The Pettybreakers are billed as “America’s #1 Tribute Band to Tom Petty and the Heartbreakers.”
Free concerts in the park are an annual tradition in Tustin that run on Wednesdays July through August in the Park. The public is invited to come out on Wednesday evenings to listen to local bands performing top 40s, cover music, classic rock, and much more. The OC Zoo introduced its newest animal, a young California black bear, at a special event that was held on Saturday at the OC Zoo’s Zookeeper Appreciation Week event. The female bear, named Elinor, is believed to be a little more than one year old. Elinor was found last year wandering alone in Humboldt County as a young cub and is believed to have been hit by a car. The cub recovered, but would not have survived in the wild. Elinor found a new home at the OC Zoo via the California Department of Fish and Wildlife. |

The OC Zoo cares for animals native to the desert southwest that cannot be released to the wild due to health or socialization issues. “This bear will be a great addition to the OC Zoo,” Board of Supervisors Chairman Todd Spitzer said. “The OC Zoo gives orphaned and injured animals a second chance and helps to educate visitors about wildlife that lives in and around Southern California.”
The OC Zoo is located in Irvine Regional Park, at 1 Irvine Park Road in Orange. The zoo is open weekdays from 10 a.m. to 3:30 p.m. and weekends 10 a.m. to 4:30 p.m. Admission is $2. |
