Supervisor Todd Spitzer Calls for Jail Roof Improvements

OC Sheriff Sandra Hutchens presented an improvement plan for jail security in closed session at the Board of Supervisors meeting this week on February 23. Supervisor Todd Spitzer had sent a letter to the Sheriff requesting that the security of the jail roof be addressed “sooner rather than later” to ensure the public’s safety.

“I’m very confident and comfortable based on the briefing that safeguards are going to be put in place immediately,” Spitzer said. “This wasn’t the first jail roof escape. In 1981, Deputy District Attorney David Carter, now Federal District Court Judge prosecuted a convicted murderer for attempted Central Men's jail escape. Three men with tied bedsheets made into rope broke out the cell's vent grate and climbed into the ventilation shaft.”

The Association of Orange County Deputy Sheriffs has sued the Sheriff and the County on February 11, alleging that jail contractors had created unsafe conditions. The suit also claims staff reductions led to conditions that allowed the jail escape.

The OC Sheriff’s Department announced that they are conducting an internal investigation into the escape of Bac Duong, Hossein Nayeri, and Jonathan Tieu from the Central Jail. All escapees are now in custody.

Orange County Third District Supervisor Todd Spitzer to Host Pet Adoption Event on Saturday, March 19 and Sunday, March 20, 2016

 
Supervisor Todd Spitzer is pleased to announce a free pet adoption weekend on March 19th and 20th. The event is going to be held at OC Animal Shelter located at 561 The City Drive South, Orange, CA 92868. The free pet adoption event is going to be held during normal working business hours of the OC Animal Shelter from 11:00 am to 5:00 pm.

“I am really excited and pleased to announce this free pet adoption! This is a great opportunity for the pets in the shelter to be rescued and go to great homes. Please come out and support this event and bring home a new family member,” said Supervisor Spitzer.

The event will feature free pet adoption, a savings of $89 to $124, but does not include the microchip fee of $17 and the licensing fee of $27.

Supervisors Discuss Potential for New 20-Year Orange County Civic Center Master Plan

The Board of Supervisors were presented a 20-year master plan that proposes to revamp and reorganize County government services within the Orange County Civic Center in Santa Ana during a special study session this week.

The proposal was developed by a working group that includes Supervisor Andrew Do, First District, and Supervisor Shawn Nelson, Fourth District, as well as County Executive Officer Frank Kim and members of his executive team. Representatives from consultant Griffin Structures (Griffin) also participated.

“As the County moves out of bankruptcy, it’s time to invest in the County’s aging infrastructure. The local economy could use a boost and these improvements will be designed to improve the delivery of County services,” said Supervisor Todd Spitzer.

The first phase of the plan proposes concentrating core County agencies and staff within a new “super block” of County facilities between Broadway and Ross streets, and Civic Center Drive and Santa Ana Boulevard. The area currently houses Building 10 (Hall of Administration—Board of Supervisors, County Counsel and County Executive Office), Building 11 (Hall of Records—Clerk-Recorder), Building 12 (Hall of Finance—Assessor, Auditor-Controller and Treasurer-Tax Collector), Building 14 (Public Defender) and Building 16 (empty).

Phase 1 of the plan also contemplates renovating the current OC Public Works building at 300 N. Flower Street to house the District Attorney, a new wellness center and eventually the Public Defender. Renovation and affiliated costs have not yet been determined.

Supervisor Todd Spitzer attended the Annual Government Leader’s Prayer Breakfast. This annual program, now celebrating its 30th year, is modeled after the National Prayer Breakfast held in Washington D.C. At this event, local leaders and citizens can express honor, respect, support and prayer for our government leaders at every level.

The speakers included OC Taxpayers Association CEO Carolyn Cavecche, Senior Vice President of Government Affairs for Southern California Edison Gaddi Vasquez, Honorable David O. Carter of the US District Court, Lake Forest Councilman Dwight Robinson, Mayor of Santa Ana Miguel Pulido, State Assemblyman Matthew Harper (AD 74), Kindred Community Church Pastor Philip De Courcy, Businessman and Sports Broadcaster Spencer Tillman and Mark Bundy of Pacific Construction Group.

Orange County Public Works Receives Multiple Awards from the American Society of Civil Engineers (ASCE)

Four Orange County Public Works (OCPW) infrastructure projects were honored as industry-best projects in 2015 by the Orange County Branch of the American Society of Civil Engineers (ASCE) at the organization’s annual awards celebration on February 18. Kevin Onuma, OCPW’s Deputy Director of Operations and Maintenance was selected to receive the Outstanding Civil Engineer in the Public Sector award. Supervisor Todd Spitzer attended the ceremony to present a proclamation to Kevin Onuma, P.E. commending his award.

The awards recognize some of the finest civil engineers and projects over the past year, honoring OCPW projects that are improving the drive for commuters, protecting water supplies and keeping neighborhoods safe.

The “best of” awards bestowed to OCPW by ASCE’s Orange County Branch include:

Best Bridge Project, Lincoln Avenue Widening over the Santa Ana River
The Lincoln Avenue Bridge over the Santa Ana River serves as a gateway linking the cities of Anaheim and Orange. The $8 Million Lincoln Avenue Bridge widening project successfully provides a safe, multi-use accessible six (6) lane corridor with bike lanes and raised sidewalk on each side from Batavia to the 57 Freeway.


Best Water Project, Gobernadora Multipurpose Basin
A collaborative effort between OC Public Works, the Santa Margarita Water District and Rancho Mission Viejo, this innovative basin program in south Orange County provides regional flood protection and improved water quality and reliability, which is crucial for businesses as the cost of imported water continues to rise. OCPW’s Watershed Management team was instrumental in securing $2.5 million of Proposition 84 Integrated Regional Water Management grant funding for the Water Quality (upper) Basin.


Best Flood Management Project, Newland, Edinger, and East Garden Grove Wintersburg Storm Channel Confluence System
The East Garden Grove-Wintersburg Channel, Edinger Channel, and Newland Channel all converge at the I-405 Freeway where the cities of Huntington Beach and Westminster share an intersection. The project also featured the construction of a facility that bifurcates its flow at the freeway, sending half of its flow to the East Garden-Grove-Wintersburg Channel upstream and the other half through a tunnel under the I-405 Freeway to confluence downstream.


Best Small Project, Gilbert Street Improvements
The Gilbert Street improvement project in unincorporated Anaheim enhances safety and provides traffic-calming elements in a highly-congested residential and commercial corridor. The project featured roadway improvements, American Disability Act (ADA) accessibility, railroad crossing upgrades, storm drain upgrades, traffic signal modifications and new pedestrian flashing crosswalks.
