Supervisor Spitzer Presents County Objections to FAA NextGen Program

The Rotary Club of Laguna Beach hosted Orange County Supervisor Todd Spitzer for a presentation on the County and City’s legal action against the Federal Aviation Administration (FAA) over changes in flight patterns in and out of John Wayne Airport. Supervisor Spitzer’s half-hour Power Point presentation outlines the County’s objections to the FAA’s inadequate environmental assessment in advancing the project. He delivered the program at Hotel Laguna on Friday, January 27.

Supervisor Spitzer will continue to offer his informational presentation to groups seeking a full understanding of the FAA NextGen project, the status of the County’s legal objections, and the next steps for concerned citizens moving forward. He will be presenting to the Newport Balboa Rotary Club in Corona del Mar on Thursday, February 9 at 5:45 pm at Bahia Corinthian Yacht Club and to The Republican Club of Laguna Woods on Friday, February 24.

The Administration of the Oath of Office for the Orange County Board of Supervisors was held at the Board Supervisors meeting this week. Supervisor Todd Spitzer was sworn into office by the Honorable Justice Kathleen O’Leary, Presiding Justice California Court of Appeal, Fourth Appellate District, Division 3. Reverend Mark Whitlock from Christ Our Redeemer AME Church offered the invocation. Supervisor Andrew Do, First District was also sworn into office.

Supervisor Todd Spitzer was unopposed in his re-election bid for a term lasting from January 3, 2017-January 5, 2021.

“Looking back over my past term, I am proud of the many accomplishments this Board has made on behalf of Orange County and the Third District. We secured a location for the Kramer Homeless Shelter and Service Center, opened the Courtyard as a homeless shelter, placed on the ballot and received voter approval of an Ethics Commission, authored and gained passage of pension reform measures, and strengthened public safety oversight and transparency by expanding the Office of Independent Review,” said Supervisor Todd Spitzer.

This will be Spitzer’s second consecutive term and fourth overall term on the Board of Supervisors. The Third District includes the communities of Anaheim Hills, Irvine, Orange, Tustin, Villa Park and Yorba Linda.

Supervisor Andrew Do Will Serve as Vice Chair

Supervisor Michelle Steel, Second District, has been chosen unanimously by her colleagues to serve as chairwoman of the Orange County Board of Supervisors for 2017. Supervisor Andrew Do, First District, will serve as the Board’s vice chair.

Supervisor Steel was elected in November 2014 and is the first Korean American to serve on the County of Orange’s Board of Supervisors. Supervisor Steel previously served as Vice Chair of California’s State Board of Equalization. She also served under President George W. Bush as Commissioner of the President’s Advisory Commission on Asian Americans and Pacific Islanders from 2001 until April 2004. Supervisor Steel holds a degree in Business from Pepperdine University, an Executive MBA from the University of Southern California, and is fluent in Korean and Japanese.

Supervisor Steel thanked her colleagues for their confidence and continued support. “I am very grateful to my fellow supervisors for electing me as chair and I look forward to working together throughout this year,” she said. “It is my hope that we can make Orange County a great location for jobs. I look forward to highlighting our unique strengths here and bringing together the private sector with our county’s skilled workforce to keep our talent local and improve our economy.”

Supervisor Steel represents the residents of the Second District, which includes Costa Mesa, Cypress, Huntington Beach, La Palma, Los Alamitos, Newport Beach, Seal Beach, Stanton, the unincorporated area of Rossmoor, and portions of Buena Park and Fountain Valley.

Supervisor Do is serving his second term on the Board. He represents the First District, which includes Garden Grove, Fountain Valley, Midway City, Santa Ana and Westminster. Supervisor Do previously served as Chief of Staff to Orange County Supervisor and now State Senator Janet Nguyen. His lifetime of community involvement includes service as President of the Asian Bar of California and President of the Vietnamese-American Bar Association of Southern California as well as service on the Board of Directors of the Orange County Bar Association.

“I am incredibly proud of what we were able to achieve this past year. There is still more work to be done and I am confident that we can continue to work together to deliver results for our County,” he said.

Court Extends Grand Jury Application Deadline to February 1
Hon. Kirk Nakamura, Assistant Presiding Judge of the Orange County Superior Court and chair of the Grand Jury Recruitment and Selection Committee, announced today that the Court has extended the deadline to apply to serve on the next Grand Jury to February 1, 2017 due to a shortage of applicants.

Judge Nakamura said, “By law, the Court must impanel a 19-member Grand Jury each fiscal year to serve a one-year term. It is difficult to attract qualified individuals from all areas of Orange County who can devote 30 to 35 hours per week for this unique community service opportunity.” Panelists receive a $50 per day stipend, reimbursement for mileage, and reserved onsite parking at the Central Justice Center in Santa Ana, where they meet.

The Grand Jury provides civil oversight of local governments and agencies by reviewing and evaluating county, city, and other agencies, including jails, schools, and special districts, within Orange County. At the conclusion of these investigations, the Grand Jury compiles written reports with its findings and recommendations for improvement. The Grand Jury also considers evidence for possible indictment of individuals for criminal charges and reviews issues of concern submitted by the public. However, the Grand Jury has no jurisdiction to review matters involving the Orange County Superior Court or state and federal agencies.

Superior Court judges interview qualified applicants and choose the top candidates to proportionally represent all areas of Orange County. Selection of the 19-member Grand Jury is accomplished by a random drawing of the 25 to 30 finalists. Current grand jurors and their advisors provide training to the new panelists. The grand jurors will take the oath of office on June 30, 2017 for a one-year term.

The requirements to serve are: Orange County resident, U.S. citizen, 18 or older, sufficient knowledge of English, sound judgment, and a sense of fairness. YLWD Recruiting Ad Hoc Advisory Committee

 
On January 12, 2017 the Yorba Linda Water District (YLWD) Board of Directors voted to recruit citizens to serve on a new voluntary ad hoc advisory committee for the purpose of reviewing the District’s rate structure. The Ad Hoc Committee, instead of focusing on general water issues in the State and local community, will identify key issues, research alternative solutions and make recommendations to the District on topics related to rate structures and/or rate setting. Once the Ad Hoc Committee has completed and submitted a final report or recommendation on the area of assignment, the Ad Hoc Committee is disbanded. The Committee does not set regulations or policies for the District.

YLWD will be accepting applications until Thursday, February 16, 2017, 3:00 p.m. PST.

Applications must include information about interest and qualifications to serve on the committee, a residential address, telephone number, and email address. Resumes, curriculum vitae, references and/or other materials may be included. Applications must be received no later than 3:00 p.m. PST on Thursday, February 16, 2017.

The Board will review the applications and make their selections, which will be announced as part of the Wednesday, March 1, 2017, 6:30 p.m. regularly scheduled Board meeting. Meetings of the committee will be open to the public.

Volunteer at the Orange County Armories

Armory in Sana Ana
 
Orange County's Armory program provides up to 400 beds per night for the homeless in Fullerton and Santa Ana. Volunteers will be needed seven days per week to help both in the evening 5:30 pm to 8:30 pm and morning hours 5:00 am to 7am. Volunteers will be assisting with set-up, clean-up, passing meals and donations. Volunteers are also needed to provide dinners on a nightly basis.

The Santa Ana Armory is located at 612 E. Warner St. Santa Ana, CA 92707 & the Fullerton Armory is located at 400 S. Brookhurst St. Fullerton, CA. 92833.

Successes at the Courtyard to Celebrate

In December, City Net hosted the first The Courtyard Supportive Service Provider meeting to discuss ongoing collaboration and provision of supportive services at The Courtyard, the new homeless shelter in Santa Ana. There were 15 nonprofit, community, and county agencies who participated in the meeting. City Net reviewed site instruction, review of existing services and established the framework for collaborative case management.

City Net coordinates the Guest Chef program at The Courtyard, facilitates the collection of donations to help the ongoing operations and maintains a Needs List. If you are interested in donating items to the Courtyard, below is the link to a list of ongoing supplies needed at The Courtyard. Clothing, blankets, bus passes, gas cards and non-perishable food items are just part of the on-going needs. You may deliver items to The Courtyard – 400 W. Santa Ana Blvd., Santa Ana, CA, 92702. Staff at the front desk can receive items between 7:00 am and 7:00 pm every day.

Point-In-Time Count of the Homeless: Volunteer Training is Live!

Every two years, in the last week of January, a countywide Point in Time Count (PIT) takes place to count and survey the homeless population in Orange County. The PIT Count is planned, coordinated, and carried out locally to meet a Federal Department of Housing and Urban Development requirements for the Continuum of Care (CoC) homeless programs. Locally, the CoC supports the coordinated efforts of 15 nonprofit agencies that provide rapid rehousing and permanent supportive housing for those experiencing homelessness within our communities. The Count process is a critical factor in determining the amount of federal funding the County receives to serve the homeless population. It also provides information on how to improve the available resources and approaches to meet the needs of the different populations.
 
The 2017 PIT Count took place on Saturday, January 28 with an estimated 1,500 volunteers coordinated from five deployment centers located in each of the Supervisorial Districts to survey in the surrounding neighborhoods. The annual outreach provides opportunity for communities to come together to learn about the resources available, gain insights into the plight of people that are currently experiencing homelessness and make a contribution to the broader solutions to end homelessness in our county.
