Supervisor Spitzer Leads First Active Shooter Response Training for Parents

After many months of preparation, Supervisor Todd Spitzer successfully led an Active Shooter Response Training for Parents, the first of its kind here in Orange County.

In the wake of several highly publicized tragic shootings across the county, Supervisor Spitzer was proud to coordinate this educational, interactive, and public safety-oriented event for the Third District. “As a parent, former teacher, former school board member, and former reserve police officer, I know you’re scared and worried about the safety of your children,” Supervisor Spitzer said to the crowd of nearly 300 parents, administrators, and local elected officials. “It is never easy to talk about tragedy, but we must confront this challenge to the safety of our schools.”

The hour-and-a-half long event at Canyon High School featured an active shooter law enforcement response presentation, a lesson on teaching children coping skills, and Q&As. “We’re all gathered here to give you—parents and guardians—tools you can use and an overview of what to expect from school administrators and law enforcement in the unfortunate event of an active shooter,” Supervisor Spitzer said to lead the discussion.

Big thanks to the event partners and participants Orange County Department Education Superintendent of Schools Dr. Al Mijares and Christine Laehle, Emergency and Safety Specialist; Orange Unified School District Superintendent of Schools Dr. Gunn Marie Hansen and Ed Howard Executive Director of Student Community Services; Canyon High School Principal Craig Abercrombie; Undersheriff Don Barnes and Sergeant Joe Sandoval of Orange County Sheriff's Department; Sergeant Brennan Leininger of Anaheim Police Department; Captain Eric Rosauer of Orange Police Department; and Nicole Garcia, Licensed Marriage and Family Therapist from OC Health Care Agency, for lending their expertise and perspective to this difficult subject.

Orange Unified School District was the host district for this event, but Supervisor Spitzer hopes other schools will be encouraged to hold similar trainings. A great tool to use is www.SecureOCSchools.com. Thanks to Mission Viejo Mayor Ed Sachs for leading this effort in this new instructive resource that is currently under development.

Over the next 30 days, the County is focused on assessing the homeless population that was moved from the riverbed into temporary housing. OC Health Care Agency is deploying teams to conduct clinical assessments, including physical and mental health, substance abuse disorders, housing, and social services needs of these individuals. Then, individuals are referred to appropriate programs that are best suited to address their needs and get them back on their feet.

Supervisor Spitzer is proud to deliver on yet another long-time promise! As the Third District Supervisor, Todd Spitzer was honored to participate the Ribbon Cutting Ceremony and welcome OC Animal Care to their new shelter and headquarters in Tustin. Supervisor Spitzer commended the dedicated staff and volunteers who have been steadfast in their passionate service to caring for animals.

This new shelter is designed to set the highest standard in how we provide humane treatment for all animals. The welfare of animals and pets throughout our community inspires a special kind of passion, and it is a cause that we all share common ground.

“I am proud OC Animal Care staff and my colleagues on the Board of Supervisors now have a proper facility to continue the important work of delivering animal care at an even higher level of service,” Supervisor Spitzer said during his opening remarks.

Thanks to the partnering cities: Anaheim, Brea, Cypress, Fountain Valley, Fullerton, Huntington Beach, Lake Forest, Orange, Placentia, San Juan Capistrano, Santa Ana, Tustin, Villa Park, and Yorba Linda.

Supervisor Spitzer Gives Keynote Address to Annual FCA Meeting

Supervisor Spitzer gave the keynote address at the Foothill Community Association's annual meeting at Foothill High School. His presentation to a crowd of friends, neighbors, and Third District constituents included:
  • Homeless action & solutions - we must all pull together.
  • Rising crime in OC - simply out of control, unacceptable.
  • Canyon Fires investigation, response.
  • John Wayne Airport legal settlement with FAA.
  • Land use projects in development.
  • New OC Animal Care Shelter opening this month at the new Tustin location.
Much appreciation to the County staff members representing OC Public Works, OC Parks, OC Fire Authority, and the OC Sheriff's Department who took part in our informative panel discussion with the public. Thanks also to FCA and FCA President Rick Nelson for the invitation.

Supervisor Spitzer Fulfills Longtime Promise to Clear Santa Ana River Trail

The SART on February 26 near Angels Stadium. The County made tremendous progress in just a few short weeks to safely and humanely move homeless inhabitants to motels.
 
On February 26, Supervisor Todd Spitzer proudly announced to his constituents, “My promise to our County was that the Riverbed would not become Orange County's Skid Row. I am keeping that promise! We have cleared the Santa Ana River Trail!”
 

Just a few weeks ago, the Santa Ana River Trail was an unsanitary, unsafe environment.
 
Supervisor Spitzer’s long promise of clearing the Santa Ana River Trail (SART) was fulfilled on February 24 as all human habitation was removed from Ball Road to Chapman Avenue. Supervisor Spitzer has directed the County to work cooperatively with Orange County cities on next steps for serving the homeless population to protect the public. This project took the unbelievable teamwork of the Sheriff’s Department, OC Public Works, OC Health Care Agency, Social Services Agency, OC CEO and County Counsel, and countless non-profit organizations who worked around the clock to ensure the homeless population on the riverbed was treated humanely and provided the resources they need.

In response to the closure, the County of Orange has expanded temporary shelter capacity at Bridges at Kraemer Place, the first year-round, whole-service Orange County shelter, in the Third District. Bridges at Kraemer Place now holds:
  • 100 existing beds
  • 52 additional beds inside the building
  • 13 beds in two temporary structures on the facility property
The Orange County Sheriff’s Department announced on February 27 that due to all individuals encamped along the SART in the project area voluntarily complying with the request to relocate, Sheriff's deputies will now actively enforce state trespass laws and will maintain high visibility patrols in the area.

The SART remains closed to all public access. Upon completion of the environmental remediation project on the SART between Memory Land in Orange to Taft Avenue/Ball Road in Anaheim, the County will reopen the closed portion of the SART for recreational trail use during posted public access hours.

Supervisor Spitzer Applauds Purchase of Property for Future Site of Mental Health Facility in Third District

The Anita Drive property is the future site of a full-service mental health center for the County.
 
At the Board of Supervisors meeting on Tuesday, February 27, the Board approved the purchase of a building in Supervisor Todd Spitzer’s district that will serve as a full-service mental health facility. Through the 44,500 square foot Anita Drive property in Orange, the County is fulfilling its commitment to expanding access to mental health services for anyone in the county, including the homeless population.

Supervisor Spitzer joined his colleagues in leading the way in encouraging the County to purchase the property, citing the need for greater access to mental health services in Orange County.

In an effort to be good neighbors and partners, the County has committed to working with the City of Orange to develop an operating plan that both the city and the county feels is appropriate and addresses key public safety concerns.
