Welcome to Nelson's E-News!
During the month of April, the County of Orange has continued to make great progress in several areas. Some of the highlights in this week’s newsletter:

The Board of Supervisors made permanent the interim Auditor-Controller, Jan Grimes, who has been running the department since February 2012. The Auditor-Controller was one of three vacant elected offices in Orange County since before the start of the year. Of the other two, the Board selected a new Clerk-Recorder earlier this month and must still appoint a new Public Administrator.

In the Fourth District, commute times will soon be reduced. Several transportation projects are advancing and nearing completion on schedule, including the 57 improvement project, OC Bridges and the 91 widening. Please continue reading for more information.

Lastly, the City of La Habra will be hosting its annual Citrus Fair celebration this weekend featuring food, games and rides for the whole family. Please join me and my staff at our County of Orange booth all weekend. The festivities for this admission-free event take place at 321 E. La Habra Blvd., La Habra, CA 90631. Board Updates

New Auditor-Controller Appointed
On Tuesday, the Board unanimously appointed Jan Grimes, the interim Auditor-Controller to the position officially, after a nearly fifteen-month vacancy. With a term that expires in June 2014, the incumbent’s mission is to promote public oversight, provide accountability, and support financial decision making for the County of Orange. More information about the office of the Auditor-Controller may be found online here.

The appointment comes two weeks after Supervisors selected a replacement for the office of Clerk-Recorder, which had been run by an interim since December 3, 2012.

57 Freeway Improvement Project Update
OCTA's State Route 57 Freeway Improvement Project outreach staff hosted an information booth at the Fullerton Farmer's Market this past Thursday, providing the latest updates on the Measure M project which will add a new 8-mile general-purpose lane to the northbound direction of SR-57. Spanning from about Katella Avenue in Anaheim to Lambert Road in Brea, the project will boost capacity, improve operations and help connectivity with destinations such as the Honda Center, Anaheim Stadium, Cal State Fullerton, the Brea Mall as well as others.

In addition to getting the latest information on the project, community residents had a chance to check-out the project's website, its social media channels and sign-up for the project's emails. Residents were also invited to view other transportation improvement projects in the area on a large-scale map, including the ongoing O.C. Bridges Program and the upcoming State Route 91 Westbound Lane Widening Project.

In addition to the new, 8-mile lane, the project delivers several operational improvements, including reconstructed and realigned ramps, new striping, safety barriers and lighting. The project is on pace to be completed in 2014.

Comic Book Hideout – Ribbon Cutting
The Fourth District was proud to congratulate Comic Book Hideout on their grand opening this past week. Opening a comic book store has been a lifelong dream of founder and owner Glynness Pruett. With a thorough knowledge of comic books, her goal is to help introduce customers to new comics they might like, whether superhero comics from major publishers or comics from smaller publishing companies and independent publishers. The Hideout attracts a variety of people, old and young, who share a love for comic books. Glynness also hosts weekly movie and game nights that are open to everyone. American Legion Honors
Congratulations and speeches of praise by the command staff of the Orange Post of the American Legion filled the ceremony that honored the top 45 ‘best and bravest’ in Orange County at this year’s annual Public Safety Awards Luncheon. Hosted by American Legion members Ed and Pat Alvarez, the luncheon took time to recognize the outstanding merits of investigation, community service, fire-rescue, valor in the line of duty and the entire team of the Homeless Homicide Task Force. The fourth district would also like to congratulate Fullerton Police Corporal John DeCaprio who received the Legions Merit Award for his years of service and coordinating the Department’s mission with the city’s homeless and mentally ill. Congratulations to these outstanding Public Safety members and staff.

Top Latino Businesses and Leaders Awards
Congratulations and Certificates of Recognition were presented by Supervisor Nelson’s staffer, Steve Spernak, to honor eleven incredible individuals and corporations for their contributions to the Hispanic community at the prestigious 20th Anniversary Estrella Awards. Hosted at the Disneyland Hotel by Wells Fargo and event chair Patty Juarez, the Orange County Hispanic Chamber of Commerce coordinated the gala for hundreds of OC’s finest leaders in business, education, finance, media and public policy.

Congratulations to the following honorees who received County commendations for their sacrifices, commitment to service and advancing the principles of leadership and business enterprise as honorees selected by the OC Hispanic Chamber of Commerce:

Buena Park Rotary
Supervisor Nelson was honored to partner this week with the Buena Park Rotary Club at Knott’s Berry Farm for their 2013 Distinguished Teachers, Classified and Staff Awards Luncheon. Policy Advisor Steve Spernak presented the Certificates of Recognition to each of the honorees whose personal and professional accomplishments and accolades touted them as some of the most outstanding educators in Orange County.

From the Buena Park School District, Dorothy Utter was honored for her 45 years in education with the Districts Distinguished Teacher Award, along with Teacher Jan Kitchen.

Gina Schlichting and Maria Gross received the Buena Park School District Classified Employees of the Year Awards and both are finalists as the 2013 Classified School Employees of the Year by the Orange County Department of Education that featured them in the April 18th full page ad in the OC Register!

Principal Sara Pelly from Raymond Temple School presented the Distinguished Teacher award from the Centralia School District to Kelli Troescher and Savanna High School Principal Manual Colon presented Cecillia De Hinojosa with the Classified Employee of the Year Award.

Savanna High School Teacher Mike Switzer received Distinguished Teacher of the Year and Susan Ryan from Savanna received the Classified Employee of the Year award for her work with RSP students.

Buena Park Principal Jim Coombs raved about the incredible successes of BPHS Calculus/Math phenom Brice Hunt who received the school’s Teacher of the Year, District Distinguished Teacher award, and was co-Teacher of the Year in 2013 at the Fullerton Joint Union High School District.

Teacher James Williamson’s work with auto shop and industrial arts earned him a Distinguished Teacher award along with Cynthia Salazar, BPHS Classified Employee of the Year.

Congratulations to these outstanding teachers and staff, who change the lives of thousands of children each day as mentors, coaches, counselors and role models.

Junior Lifeguard Programs at the County’s Salt Creek Beach
Registration is now open for the two junior lifeguard programs that are conducted each summer at Salt Creek Beach in Dana Point.

OC Junior Guards offers three-week sessions for children ages 8 to 15. The participants learn about personal safety, surf hazards, surf skills, lifesaving, oceanography and ecology and take part in a variety of fitness activities and competitions.

The three-week session dates are:
1st session – June 24 – July 12 (no camp on July 4th)
2nd session – July 15 – August 2
3rd session – August 5 – August 23

California Junior Lifeguard Programs offers both three-week and one-week sessions for children ages 8 to 17. The participants learn about health and physical fitness, first aid, rescue techniques, and the marine environment; recreational activities include surfing and body boarding.

2nd session – July 15 – August 2
3rd session – August 5 – August 23

The one-week sessions dates are:

Diamonds in Literature – La Habra Library
On Sunday, May 19 at 2:30 p.m., the “Diamonds in Literature” baseball program will be presented by the O.C. Chapter of the Society for American Baseball Research (SABR). The program will include the ten most readable baseball books including early baseball and integration, biographies of players and the Negro Leagues.
