The Board was held on Tuesday, October 7. Please note that County offices will be closed on Monday, October 13 in observance of Columbus Day. The Board of Supervisors will be dark the following day, on October 14. The next Board of Supervisors meeting will be Tuesday, October 21 at 9:30am in the Hall of Administration – 333 W. Santa Ana Blvd., Santa Ana 92701.

Board Opposes Red-Light Cameras |
|
On Tuesday, the Board of Supervisors unanimously supported Supervisor Nelson’s initiative to ban the installation of red-light cameras in any County unincorporated jurisdiction. This includes the West Anaheim and La Habra islands in the Fourth District.
The ordinance returns to the Board for a second reading and adoption on October 21. Read the ordinance language below.

Doug Wooley Appointed to Community Action Partnership |
|
Congratulations to Fullerton resident Douglas Wooley with this week’s appointment to the Community Action Partners committee of Orange County. Chairman Nelson made the nomination and on a 5-0 vote. Mr. Wooley added his 20 years of community and civic experience to the CAP committee.
Mr. Wooley is a former United States Marine, member of the OC Human Relations Commission, a member of the American Legion and the prestigious 100 Black Men of Orange County where he personally mentors young Black men in academics, ethics, athletics and civic contributions with an emphasis on finishing college and entering professional careers.
Mr. Wooley has a Master’s in Business Administration from the University of Redlands and a Masters of Arts in Sociology as well as a BA in Sociology and African- American Studies from CSUF. He is currently a Workforce Development Director at Goodwill where he helps people challenged by barriers and backgrounds to achieve economic independence.
The Community Action Partnership of OC plays a principal role in defining programs and personnel who work with residents to improve their quality of life, direct employment opportunity thru counseling and helps with the food banks of Orange County to provide access to meals, nutrition and diet education. |

Care Packages Rally Set for October 26 |
|
Supervisor Shawn Nelson will help collect and donate care package items going to Kabul, Afghanistan at his “Cigars for Heroes” collection rally on October 26. Veterans, military family members and citizen-patriots are welcome to stop by and drop donations, take pictures and savor a cigar while collecting items that will be sent to active-duty military in November. |

Continuing his legacy of supporting active duty military stationed overseas with a taste of freedom from appreciative family, friends and veterans in Orange County, Supervisor Shawn Nelson has announced that he will host a four hour rally at Vintage Cigars, located at 3734 S. Bristol, Santa Ana (South Bristol at Callen Common behind the Bank of America), from 1:00-5:00pm, Sunday, October 26.
This year’s charity will honor Captain Shane Yates, a Chaplain assigned to the 162nd Infantry Division who is now in Kabul, Afghanistan. Yates ministers to front-line combat troops who are bunkered in forward operating bases in remote mountain and desert posts. His ministry allows him to deliver prayers, mail and fresh cigars to battle-weary troops who cheer his arrival when he steps off a gunship transport.
Captain Yates lives in Placentia, has a wife, Karon, who is active with the Healing Heroes Ministry, a son who is active-duty military and another son (Travis) playing football for Orange Lutheran High School. Captain Yates also coached the freshmen football team at Orange Lutheran prior to his deployment.
The Orange Lutheran football teams has dedicated their season and prayers to the safety of the 162nd and wear their division patches as stickers on their football helmets, according to Karon Yates, to honor his courage and faith in combat.
The purpose for the rally is to accept donated items requested by the troops. Other than cigars, products most requested included protein powder packs, ground coffee, beef jerky packets, top ramen soup, flavored water packets such as Crystal Light, energy powder mixes, mixed nuts, candy, microwavable foods, protein bars, magazines, gum, mints and stationery for writing home.
All the donated food items, along with cigars, will be packaged and sent to Captain Yates at the front for distribution to the troops from the residents of Orange County.
Please bring your donated items to the rally on October 26 or drop them off at the offices of Shawn Nelson at the OC Hall of Administration, located at Broadway and Santa Ana Blvd., Santa Ana, located on the fifth floor.
Cigars can be either purchased on-site on the day of the event or we can convert donated funds toward the purchase on your behalf.

County Honors Fallen Firefighters |
|
Chief of Staff Denis Bilodeau joined Policy Advisor Steve Spernak as representatives for Supervisor Nelson during memorial services for the 29 OC Firefighters and Lifeguards who lost their lives in the past year. |
|
Memorial services were delivered this week to honor the 29 OC Firefighters and Lifeguards who lost their lives during ceremonies held at the Orange County Fire Services Family Monument in downtown Santa Ana this week.
Hosted by the OC Fire Chiefs Association, the center-piece of the somber event was the reading of each of the names of the Firefighters who lost their lives by Chief Scott Poster of the Newport Beach Fire Department.
Added this year was Newport Beach Lifeguard Ben Carlson who died in the line of duty during a rescue attempt. Newport Beach Lifeguard Gary Conwell presented a rose at the shrine to honor a friend and co-worker who paid the ultimate price as a first-responder sworn to protect civilians at our oceans and beaches.
The ceremony backdrop were fire trucks that suspended the American flag between two extended ladder systems and a cadre of Fire Academy recruits who stood at attention during the tearful presentation of roses by family members who attended to honor their lost heroes at the memorial. |

Supervisor Recognizes 27 Years of Service to Seniors |
|
Policy Advisor Steve Spernak delivered a Certificate of Recognition to Julie Schoen at her retirement reception to honor almost three decades of helping seniors and preventing financial abuse with the elderly. |
|
Supervisor Nelson was honored to recognize Julie Schoen, Director of the Elder Abuse Prevention Services at the OC Council on Aging, for her 27 years of service protecting and educating seniors about financial theft and maximizing their health insurance benefits.
Ms. Schoen had previously served at the program manager for the HICAP (Health Insurance Counseling Advocacy Program) as well as instructing as an adjunct professor at Cal State Fullerton for “Issues in Elder Law.”
Julie currently serves as Director of the FAST program (Financial Abuse Specialist Team) while serving on the board of directors for the Legal Aid Society of Orange County as well as the Senior Medicare Patrol (SMP) for the State of California.
Policy Advisor Steve Spernak presented Ms. Schoen with the lifetime achievement honors from Supervisor Nelson at the Council on Aging headquarters and extended both comments of appreciation on behalf of the Supervisor and “thanks from the 3.2 million residents of Orange County who couldn’t be here today to thank you!”
Special thanks to Marilyn Fedorow and Council on Aging CEO Lisa Wright-Jenkins for putting on a terrific luncheon and appreciation reception honoring Ms. Schoen’s nearly three-decades of service. |

|
Policy Advisor Steve Spernak presented Frank DeSantis with the Supervisor’s proclamation to honor his work commemorating Italian heritage in Orange County. |
|
Congratulations were delivered this week to Frank DeSantis, chairman of the Italian Family Festival, for his work and planning in delivering an afternoon of fun for Italian-Americans who celebrated their heritage over good food, music, entertainment and festivities at the Bowers Museum last week.
As part of the Columbus Day celebration, DeSantis worked with the OC Italian Cultural Arts Council and Order of the Sons of Italy in America to host approximately 200 people who enjoyed the family-themed reception in the courtyard at Bowers Museum.
Supervisor Nelson had Policy Advisor Steve Spernak deliver a proclamation honoring DeSantis and the Sons of Italy at his offices in Santa Ana. French Counsel General Honors OC WWII Hero |
|
Dr. William Kott is joined by his family during this week’s presentation of the national Legion of Honor by the French Deputy Counsel General of France for heroic services on behalf of the nation of France. |

Local residents and family members took a journey back in time this week when they attended a special ceremony at Trinity Episcopal Church in Orange honoring 10 California heroes from WWII who served with extraordinary gallantry and heroism liberating France.
Chief of Staff Denis Bilodeau, representing Supervisor Nelson, was proud to represent the people of Orange County in extending their thanks and appreciation for the courage and incredible accomplishments narrated by the honorable Fabrice Maiolino, Deputy Consul General of France, who made the presentations of the awards and medals to each of the honorees.
Honored at the prestigious ceremony was Anaheim resident William I. Kott. Deployed in the US Army to Europe in 1945, Kott served in the Rhineland and central Europe campaigns with the 165th Ordinance Battalion. Kott was a veteran of the historic Battle of the Bulge in the Ardennes and his unit was later involved in the liberation of the Buchenwald concentration camps.
Kott’s significant decorations include the EAME campaign medal with 2 bronze stars, the American Campaign Medal and the WWII Victory Medal.
The Legion d’Honneur is the highest award to be conferred on French citizens or foreign nationals for outstanding achievements in military or civilian life.
Upon his return to the United States, Dr. Kott obtained both a dental and medical degree and specialized in oral and maxilla-facial surgery.
The Republic of France is actively honoring and decorating WWII Veterans who served in defense of the Republic of France. O.C. Students Invited to Enter JWA’s 25th Annual Student Art Contest |

|
|
John Wayne Airport’s 25th annual Student Art Contest is underway. All Orange County public and private school students in grades kindergarten through 12 are encouraged to submit artwork inspired by this year’s theme: ‘OC125: Exploring Orange County’s Story.” Entries should be submitted to the Orange County Department of Education, any Orange County Public Library Branch or participating city libraries, no later than 4 p.m. on Wednesday, November 5, 2014. |

This year, the JWA Student Art Contest theme was selected to commemorate Orange County’s rich 125-year history. For inspiration, students are encouraged to visit JWA’s OC 125 Exhibition currently on display in the passenger walkway between Thomas F. Riley Terminal B and C or explore the OC 125 companion guide available at www.ocair.com. Artworks that best depict this year’s contest theme are selected for exhibition and prizes. Winners and honorable mentions from grades K-12 will be exhibited from December 9, 2014 through March 6, 2015, in the arrival level in baggage claim adjacent to Baggage Carousels 1 and 4.
Each entrant will receive a certificate of participation from the Airport, and select winners will be awarded prizes donated by sponsors including Boomers! Information Wanted on Angel Stadium Attack |
|
Anaheim Police and Supervisor Shawn Nelson are asking for anonymous calls or written leads from witnesses who may have seen the beating of an Angels fan last Friday night. |
|
Supervisor Shawn Nelson is partnering with the Anaheim Police Department and OC Crime Stoppers to locate any witness information that leads to the arrest of three men who assaulted an Angels fan in the stadium parking lot last Friday. Police reported the Angels fan, a 43-year-old former Los Angeles Police Officer and Huntington Beach resident, was exiting the stadium around 10:30 pm just after the second game of the American League Division Series, when he was attacked. Lt. Bob Dunn from the Anaheim Police Department reported the victim was attacked by a single suspect then joined by the suspect’s two associates when he was confronted at his vehicle.
No surveillance video captured the confrontation and police are anxious to talk to anyone who may have witnessed the assault. Witnesses are asked to call the Anaheim Police Department Detective Bureau Commander at (714) 765-1402 or OC Crime Stoppers at (855) 847-6227. All witness information is confidential and anonymous to protect family members or co-workers of the suspects who may have overheard talk about the attack. |
