The Board of Supervisors held a meeting this week. Please see below for highlights. The next meeting will be Tuesday, October 28 at 9:30am in the Hall of Administration – 333 W. Santa Ana Blvd., Santa Ana 92701. The agenda is available here.

Special Announcement
Public Update on Ebola Prearedness
Emergency plans are well underway in Orange County to respond to the potential threat posed by the growing number of Ebola patients in West Africa, the recent virus exposures in Dallas and travel restrictions imposed by the US government.

However, despite heightened public concern about the deadly disease, there are no cases of Ebola identified in Orange County or any increased risk of infection.

County officials have developed extensive readiness plans in coordination with other local, state and national partners, including the Orange County Health Care Agency, Orange County Sheriff’s Department and its Emergency Management Division, John Wayne Airport, the California Department of Public Health, the national Centers for Disease Control and Prevention (CDC) and the Los Angeles County Public Health Lab, which is a CDC-designated site with the capability to test for Ebola.

Health and public safety are our first priority and we are prepared to respond if necessary.

An Ebola command center has been opened at the Health Care Agency to implement a contingency plan as appropriate. The Health Care Agency routinely works closely with hospitals, health care providers, law enforcement and other government entities to ensure that Orange County is well prepared for any public health threat, including Ebola.

Ongoing Ebola readiness activities include:
  • Surveying hospitals on infection control and preparedness.
  • Conducting communicable disease training exercises, including demonstrating patient care protocols, and appropriate donning and doffing of Personal Protective Equipment (PPE).
  • Establishing contracts for specialty hazardous-waste needs such as transport of laboratory specimens.
  • Distributing information to hospitals, clinics, laboratories and health-care providers on CDC screening protocols and management of suspected or actual Ebola patients.
  • Assuring that county health workers have protective equipment and proper training as recommended by the CDC.

In the Community
Supervisor Nelson Presents Tri-City Park Update to Placentia City Council
On Tuesday evening, Supervisor Nelson gave a presentation to Placentia City Council on the completed and future projects of Tri-City Regional Park. The presentation included before and after photos of the amenities offered throughout the park. Since joining the Orange County Park System, Tri-City Park has installed a new playground, the lighting has been upgraded and the irrigation system has been renovated. Further, the shelters have been repaired with new roofs, barbecues and drinking fountains. Supervisor Nelson and OC Parks are very proud of the completed projects, but also recognize there are still improvements needed. Some future projects include asphalt curbing, security gates and a vita exercise course. These projects continue Supervisor Nelson’s goal of expanding recreational opportunities in the Fourth District, complementing the district bike system collaborative.

After the presentation, Placentia City Council awarded Supervisor Nelson with a “Key to the City”, making him the tenth person to receive this honor. This came as a great surprise and Supervisor Nelson was incredibly grateful for this recognition. Supervisor Shawn Nelson extends his thanks and looks forward to working with the City of Placentia in the future.

The Patio Restaurant
Last Friday, the Fullerton Chamber of Commerce, along with local dignitaries, staff and family, welcomed The Patio Restaurant and Sports Bar in its grand opening celebration. Following the ribbon cutting and remarks by owner and head chef, Pepper, The Patio provided samples from its menu to the dozens of guests.

Born in Memphis, TN, Chef Pepper Woodard moved to Long Beach as a young adult and began catering for friends and family after learning culinary arts from her grandmother. She ultimately received a Bachelor of Science in Culinary Management from the Art Institute of California-Orange County and in December will complete her Master’s program in Curriculum Writing and Instruction from The University of Redlands with plans to be a Chef Instructor.

The Patio is veteran-owned and operated, employing a number of former service members as well as those who worked for the previous establishment that occupied the space. Chef Pepper is a US Army veteran and very active in the veteran community. In addition to running her business, Chef Pepper volunteers and caters functions for events such as the chili cook-off, Wheel Chair Games and Annual Luau for the California Paralyzed Veterans Association (CPVA) and The Military Children’s Ball hosted by the American Legion.

Buena Park Celebrates 58th Silverado Days
Silverado Days kicked off with their “Gone to the Dogs” theme festival last weekend as a fun crowd of 60,000 enjoyed rides, food and crafts booths at the 58th annual community festival in Buena Park.

This year’s celebration was hosted at William Peak Park and under the direction of general chairman Pat Donnelly of the Buena Park Noon Lions, the event was a successful venture for service clubs, boosters, city services and community organizations who sold food or novelties to raise money for their charities.

The three day fair featured horseshoe contests, a pinewood derby, chili cook-offs, a mutt show, hog calling and a hugely popular spectator highlight with the Silverado arm wrestling invitational.

The concert series that is always a fan favorite at the food court stage showcased Raymond Michael in a fun tribute to Elvis along with the Wimberley Bluegrass Band who entertained hundreds of fans.

Council on Aging Senior Guides 2015 Arrive
Congratulations to Marilyn Fedorow, editor of the 2015 edition of Answers, on their delivery of 71,000 copies of the premier informational magazine for seniors and elder caretakers in Orange County.

The Council on Aging-Orange County, is a local, non-profit organization and the trusted source for unbiased information and programs for 42 year and serving some 275,000 individuals, families and corporations annually.

The Answers Guide 2015 is Orange County’s only comprehensive educational directory of programs and services for the 50+ community and their families. The guide is 140 pages and packed with articles, information, resources, explanations of insurance coverage, housing and healthcare providers.

With 71,000 copies hitting the streets this week, seniors and caregivers start receiving free copies placed at 44 senior centers, community-civic centers, retirement residences, County libraries, Social Security offices and Good Neighbor pharmacies. Each new guide also contains a 7-point insert on financial security and preventing elder abuse.

Supervisor Nelson will also deliver copies to caregivers and residential centers in his district as a convenience to seniors who want copies and also hand out copies at his information booth at the coming Veterans Day event at the OC Fairgrounds on November 11.

Board Opposes Red Light Cameras
On Tuesday, the Board of Supervisors unanimously approved the second reading of Supervisor Nelson’s initiative to ban the use of red light cameras in any County unincorporated jurisdiction. This area includes islands in West Anaheim, Brea, Buena Park, La Habra and Placentia in the Fourth District.

Supervisor Nelson first introduced the ordinance on October 7, where it was also supported unanimously. You can read the ordinance language below. The ordinance effective in thirty days from adoption, on November 20. For more background, please click here.

Year Round Emergency Shelter Update
In July 2014, the Board of Supervisors approved a purchase and sale agreement on a piece of property located in the City of Santa Ana’s SB2 Emergency Shelter Zone. The Board’s approval authorized the start of a due diligence period to determine if the site is suitable for the establishment of a year round emergency shelter and multi-service center for the homeless. The Board’s action supports Orange County’s Ten Year Plan to End Homelessness goal of replacing the seasonal emergency shelters in Santa Ana and Fullerton with year-round emergency shelters that provide a wide variety of services to prevent and end homelessness for families and individuals. On October 21, 2014, the Santa Ana City Council discussed the proposed emergency shelter. As one of Orange County’s leading champions in this issue, Supervisor Shawn Nelson came to the City Council meeting to show his support for this important project.

Supervisor Nelson Congratulates Employees of the Month
Supervisor Nelson, as Chairman of the Orange County Transit Authority, takes special care and time to make it a special moment for OCTA employees who are honored as Employees of the Month for their services to the agency and public.

Each month, Chairman Nelson responds to the main bus operations terminal on MacArthur in Santa Ana to personally present commendations from his office to recognize the work and dedication of the behind-the-scenes workers who keep the county bus system safe and operational.

Honored last week was electronic technician Stanley Nguyen, bus driver Jose Aceituno, Journeyman Mechanic Mario Ramos and Coach Operator Jose Vera. Mr. Nguyen joined the Authority in 1989 as a Service Worker and was promoted to Electronic Technician in 1997. His work performance is exceptional he’s mastered repairs on complex fare boxes, PA systems ad destination signs. Mr. Aceituno started with OCTA as a coach operator in 2007. He’s an extra Board Operator and daily demonstrates the Authority’s core values of integrity, customer focus and can-do spirit. Certified Journeyman Mechanic Mario Ramos works the graveyard shift at the Anaheim maintenance center at 1717 E. Burton and has completed thirteen years of loyal service. Cited as a top mechanic he is extremely dependable and hardworking and is an inspiration to new employees on his trouble-shooting expertise. Lastly, Coach Operator Jose Vera has been with OCTA since 2002 and has eleven years of accident-free driving and also advocates for the OCTA Wellness Program.

Congratulations to these outstanding professionals and appreciation from all the OC residents who rely on their talents and training for their safety and transportation.

Plan Ahead for Ortega Construction Improvements

For those traveling to and from San Juan Capistrano, the Ortega Interchange is the prime gateway to the city. As OCTA and Caltrans work to relieve traffic congestion at this key intersection of Interstate 5 (I-5) and Ortega Highway (State Route 74), continuous outreach efforts keep the downtown business area and all interested stakeholders informed about current and upcoming construction activities and detours. Progress continues with the recent completion of the north I-5 off-ramp. Caltrans is preparing to shift traffic onto the newly constructed portion of the bridge by the Thanksgiving holiday.
 
 
The next construction stage will include the full closure and reconfiguration of Ortega Highway between the freeway and Del Obispo Street. This is expected to begin Nov. 3 and will last up to three weeks.

In mid-December, Caltrans expects to demolish the north-half of the Ortega Highway Bridge and will begin reconstruction efforts in the early months of the New Year. Remaining activities within the downtown area include reconstructing Ortega Highway between El Camino Real and Del Obispo Street, which is expected to start in early January 2015 and result in a three-week closure of this portion of the roadway. Schedule Update
On Oct. 6, Metrolink optimized the 91 Line train schedule with new trains during the morning and afternoon peak commute times. These additional trains will be available prior to the 91 freeway construction ramp-up, and they replace two mid-day trains. The weekday changes complement the additional 91 Line weekend service that went into effect July 5, which offers four trains between Downtown Riverside and Los Angeles on both Saturdays and Sundays.

Also on Oct. 6, Metrolink implemented schedule changes to the Orange County Line. Orange County Line trains 607 and 644 will depart later to minimize conflicts with other rail service.

Cigars for Heroes 2014
Supervisor Shawn Nelson will help collect and donate care package items going to Kabul, Afghanistan at his Cigars for Heroes collection rally on Sunday, October 26th. Veterans, military family members and citizen-patriots are welcome to stop by and drop donations, take pictures and savor a cigar while collecting items that will be sent to active-duty military in November.

Help Protect Your Neighborhood During the Holidays:
Permits Needed to Ensure Safe Holiday Displays Over Public Roads in Unincorporated Areas
Public Works wants to take this opportunity to remind residents in the unincorporated areas of Orange County that they must obtain an “encroachment” permit if they plan to stretch holiday displays, including strings of lights, over public roadways.

The festive over-roadway displays, popular in some neighborhoods during fall and winter holidays, require a permit and safety inspection. The permit establishes guidelines to ensure public safety and code compliance for homeowner associations and individuals interested in installing holiday displays over public roads.

The purpose of the required permit is to ensure that displays provide adequate clearance for emergency and service vehicles and are installed with proper electrical connections.

Holiday display encroachment permits are necessary only for those considering lights or decorations stretched across public streets. Displays fully contained on private property do not need a permit.

The fee for a permit is $583, plus payment of a refundable $1,000 surety, which will be returned if no incidents occur during the display period. A $1 million insurance policy naming the County of Orange as additional insured also must be obtained.

To help control permit fees incurred by individuals, OC Public Works allows a homeowners association to purchase one permit for the entire community. OC Public Works would like to coordinate with interested homeowner associations and individuals to provide additional information about the permit process in advance of the holidays.
