County hosts First Community Forum: 1000 N. Kraemer Place
As a follow-up to the purchase of 1000 N. Kraemer Place in Anaheim, the County hosted a forum for the community to voice their concerns surrounding this site as a possible homeless shelter. Supervisor Nelson Staffer, Natalie Wieckert, attended along with many elected officials from the City of Anaheim, Fullerton, and Orange. County Staff were there to facilitate the six stations situated about the room covering topics from public safety to the type of organization that will be operating the homeless shelter. The County is encouraging everyone to provide their feedback, for those who could not make the forum there are two more meetings as an opportunity for those in the community who are interested in participating in this discussion:

New Bus Design Set to Hit OC Streets

A new look for OCTA buses will soon be rolling through Orange County streets.

The Orange County Transportation Authority board voted Monday to roll out the colorful new design for its buses as part of an ongoing and comprehensive effort to maximize service, retain riders and get the attention of new customers.

The existing design, more than 20 years old, will be phased out to make way for the new look that prominently features a light blue and orange wave across the bus and the words “OC Bus.” The recognizable blue-and-white OCTA logo also remains.

The timing was right for the re-branding because OCTA is in the process of replacing more than 40 percent of its bus fleet with 201 compressed natural gas-powered buses. The buses are scheduled for delivery from late 2015 to early 2017.

OCTA continues to explore ways to make its bus service a transportation option of choice for more Orange County residents by optimizing service delivery and by marketing and discounting prices to targeted groups.

Concepts for the new bus designs were reviewed by customers, advisory committees, members of the OCTA’s Teen Council and the millennial generation, and other stakeholders. The final design, they said, is inviting and dynamic and captures the personality of Orange County.

The new look is cost-effective to implement and maintain, and is a timeless enough to last for years.

Metrolink awarded $41 million in state funding for low-emission Tier 4 locomotives

The California State Transportation Agency (CalSTA) announced the allocation of $41 million to the Southern California Regional Rail Authority (Metrolink) to help fund up to nine low-emission Tier 4 locomotives.

The latest source of funding comes from the Transit and Intercity Rail Capital Program (TIRCP), which provides grants from the Greenhouse Gas Reduction Fund.

The $41 million to Metrolink was a part of more than $224 million in competitive grants awarded by CalSTA today. Metrolink's allotment was tied for the most among the 14 recipients. The San Francisco MTA Light Rail Vehicle Fleet Project also received a recommended amount of $41,181,000.

Tier 4 locomotives are expected to reduce particulate matter and nitrogen oxide emissions by more than 85 percent compared to current Tier 0 locomotive engines. Metrolink is the first commuter rail system in the country to procure the new Tier 4 locomotives. Fuel efficiencies, which reduce carbon dioxide equivalents, also referred to as greenhouse gas emissions, are expected to be realized.

Higher-powered engines are another feature of the procurement. The new engines will have 31 to 57 percent more horsepower, allowing for greater flexibility and capacity.

The total project cost for the nine Tier 4 locomotives is $58.05 million, with the remainder of the funds being provided through a combination of Metrolink member agency contributions and other subsidies. The locomotives are scheduled to be in revenue service by the end of 2017.

The Tier 4 locomotives will be in addition to the 20 Tier 4 locomotives Metrolink ordered last year. The first of the low-emission locomotives are expected to begin operating throughout the Metrolink system in late 2016.

Arts Festival Promotes Mental Health Awareness
In an effort to promote awareness and reduce stigma of mental illness, the Multi-Ethnic Collaborative of Community Agencies (MECCA) hosted a Multi-Ethnic Arts and Family Festival at the Muzeo Museum and Cultural Center on Sunday, June 28. Two Fourth District organizations, Korean Community Services and ACCESSCalifornia of Little Arabia, partnered with five other ethnic groups in this county-wide event. Hundreds of people attended the festival in Downtown Anaheim that afternoon to enjoy the art, performances, and cultural food.

Prior to the festival, each organization hosted art therapy workshops for individuals directly affected by or related to someone with mental illness. MECCA targeted communities where mental illness is particularly stigmatized culturally. The art produced was displayed at the festival, along with professional artwork as well. Chinese, Vietnamese, Korean, Hispanic, and other cultural groups also performed song and dance.

This is the program’s third year, and was funded by the Orange County Health Care Agency this year. The program is part of state mandates to host events that reduce mental illness stigmas. Representatives from each office of the Board of Supervisors presented certificates to constituents who created art for the festival. Sylvia Kim, Executive Director of MECCA, was recognized for organizing the event as well.

Placentia Chamber Welcomes New Board
Congratulations to the new 2015-16 President and Board of Directors were delivered last week at a reception hosted at El Cantarito, one of Orange County’s premier family-owned Mexican restaurants, as the Placentia Chamber of Commerce installed their new leadership team.

With Alicia de La Luz, president-elect, acting as MC, the new Board was each introduced then presented with commendations and congratulations by Supervisor Nelson, the state assembly and congressional office that serve Placentia.

Special thanks to Pam Tancordo, assistant director of the chamber of commerce, for the program and morning reception involved with the installation ceremonies.

La Colonia West Anaheim Community Clean-up
Residents in La Colonia and West Anaheim unincorporated areas are reminded that the annual Community Clean-up is coming on Saturday, July 11th, from 8 am to noon.

Hosted by Supervisor Shawn Nelson, Republic Services, Goodwill and CSP with Independencia Center Manager Rosa Renteria, the annual clean-up will again feature 11 locations where the 40 foot bins will be dropped so residents and toss fridges, canoes, roofing material, lawn debris and electronics.

Yes…we had a canoe last year!

Policy Advisor Steve Spernak will partner on Garza Street at the Independencia Center with Chris Casillas, OC Code Enforcement Officer and neighborhood preservation specialist to see that the community utilizes the free disposal services provided by the County and professionally delivered by the work teams and drivers from Republic Services.

Welcome Center Bench Undergoes Facelift in Buena Park
The Knott’s Berry Farm bench in the front of the California Welcome Center recently went through an extensive renovation for the first time since the Center opened. The bench and the miner are a popular photo opportunity at the Welcome Center, but over the years the two have incurred weather fading and significant damage. Knott’s maintenance crew spent two weeks repairing the figure, repainting and re-varnishing the bench. The Welcome Center will be showcasing this renovation on their social media platforms and introducing a contest that encourages visitors to post a picture with the figure.
