County Seal
State Awards $17.5 Million for New County Juvenile Probation Center
The California Board of State and Community Corrections has awarded $17.5 million to the County of Orange to build a multi-purpose rehabilitation facility at the Juvenile Hall and Youth Leadership Academy campus in Orange, including a visitation center, meeting rooms and a gymnasium.

The funding was the most received among eight counties splitting nearly $80 million to improve housing and program space for youthful offenders.

The County is providing the land for the new center, as well as in-kind resources and cash, toward the total project cost of $23.3 million. The amount has been budgeted in the County’s strategic plans.

Juvenile Hall is operated by the Orange County Probation Department for youthful offenders aged 12 to 20. The Youth Leadership Academy is a 120-bed juvenile detention facility that shares a school, library, recreation fields and kitchen with Juvenile Hall.

The state funds will be used to replace the outdated Visiting Center, including access to free parking. The gymnasium will allow for large indoor exercise space. New program space will provide rooms to accommodate large family and community events, as well as offer a variety of vocational, recreational and social activities.

The new facility will be designed toward juvenile justice best practices, which encourages that facilities be close to youths’ families and communities, be accessible for visiting and be designed to minimize the institutional feel as a way of encouraging positive behavior. Additional staff needs are not anticipated.

Other counties receiving funding for juvenile facility improvements included Riverside, San Diego, Santa Cruz, Tulare, El Dorado, Yuba and Kings.

Registrar of Voters Designates Buena Park City Hall as Ballot Drop-off
If you are a registered voter in the City of Buena Park, the Registrar of Voters will be conducting a special election on May 19, 2015 for the purpose of submitting to the voters a question on whether an ordinance be adopted amending the Buena Park General Plan (Measure A).

Pursuant to California Elections Code section 3018(b) the Registrar of Voters has designated Buena Park City Hall as a vote-by-mail ballot drop-off location for Election Day only (May 19, 2015). Eligible Buena Park voters will be able to drop their voted ballot off any time on Election Day:

OCTA Again Supports Fourth District Traffic Relief
On Monday, the Orange County Transportation Authority’s Regional Planning and Highways Committee approved nearly $50 million in project funding for cities to alleviate traffic congestion, with more than $17 million of that allocated to Fourth District improvements. There are several programs that OCTA has in place to accomplish this, such as synchronizing traffic lights, widening streets and adding more turn lanes at intersections.

Enabling successive green and reducing the number of red lights at these busy thoroughfares will avoid vehicle idling and improve air quality in addition to decreasing commute times. There were seven city requests for funding recommended, with three projects located within the Fourth District:
  • Anaheim - La Palma Avenue in the amount of $2.5 million
  • Fullerton - Malvern Avenue/Chapman Avenue in the amount of $2.2 million
  • La Habra - Imperial Highway in the amount of $2.8 million
Subtotal = $7.5 million


Street Infrastructure Upgrades

There were 23 requests by the cities to either widen streets or add right turn lanes at intersections to allow for more free flowing traffic. The six projects located in the Fourth District are:
  • Anaheim - intersection of Ball Road and Anaheim Boulevard at $2.9 million
  • Anaheim - intersection of Ball Road and Sunkist Street at $2.6 million
  • Anaheim - intersection of State College Boulevard and La Palma Avenue at $2.2 million
  • Anaheim - Lincoln Avenue widening between Harbor Boulevard and West Street at $600,000
  • Anaheim, Lincoln Avenue widening between East Street and Evergreen Street at approximately $800,000.
  • La Habra - Whittier Boulevard and Hacienda Road intersection at $600,000.
Subtotal = $9.7 million


The item will go before the full Board of Directors on Monday for approval. This program is funded competitively through OCTA’s Measure M2, the County’s half-cent sales tax for transportation projects.

Get Rolling for Bike Month

Bicyclists of all ages can improve their health, help the environment and cut the cost of driving by celebrating Bike Month with the Orange County Transportation Authority.

Bike Month was established nearly 60 years ago to showcase the benefits of bicycling and to encourage more people to try it. Those who pledge to participate in Bike Month in May at www.OCBikeMonth.com will be entered for a chance to win a free bike.

Get ready for Bike Month at OCTA’s annual bike festival from 9 a.m. to 1 p.m. April 26 at the Huntington Beach Pier Plaza. Kids can enjoy a safety course led by the Huntington Beach Police Department along with a helmet decorating station and a chance to win a free helmet. There will also be a BMX stunt show, information about bike safety and local vendors and organizations.

Bike Month festivities continue at OCTA’s bike rally from 7:30 to 8:45 a.m. May 7. Meet local elected officials, OCTA board members and staff at the Orange Metrolink Station. From there, bike three miles through Old Towne Orange, along the Santiago Creek Trail and end at OCTA headquarters on Main Street. The event serves as a preview for Bike to Work Week, which is May 11-15.

Additional Bike Month events include:
  • May 6: Drop your bike off at Latino Health Access in Santa Ana between 7 and 9 a.m. Pick it back up between 10 a.m. and 2 p.m. tuned up and ready for Bike to Work Week.
  • May 11: Kick off Bike to Work Week from 7 to 9 a.m. Meet at the Santa Ana Metrolink Station for a Blessing of the Bikes and a group ride to Santa Ana City Hall.
  • May 14: Ride to the Downtown Santa Ana Farmers Market at 7 p.m. to watch a free screening of “The Goonies.”
  • May 20: Participate in a ride of silence from 6 to 8 p.m. to honor bicyclists who have been injured or killed and to raise awareness for bike safety. Visit the OC Ride of Silence page for more information on the events in Fullerton, Irvine, San Clemente and Santa Ana.
  • May 30: Explore the newly opened Jeffrey Open Space Trail from 10 a.m. to 2 p.m. at the Cypress Community Park in Irvine. Join a group ride, learn about bicycle safety and participate in other family-friendly activities like a children’s helmet giveaway.
  • June 4: Have your voice heard at the first OC Foothills Bikeways roundtable from 5:30 to 7:30 p.m. at Irvine’s City Hall.

JOHN WAYNE AIRPORT ISSUES CALL TO ARTISTS

John Wayne Airport (JWA) has issued a call for Orange County-related visual artists to apply for exhibition slots in JWA's upcoming Community Focus Space (CFS) Program exhibition calendar that begins in fall 2016.

Each exhibition is approximately 30 days in duration and is presented by JWA at no cost to the artist. CFS exhibitions are presented prior to the security checkpoints and adjacent to Baggage Carousels 1 and 4 in the Thomas F. Riley Terminal, and are accessible to passengers as well as the general public.
