The Midnight Mission Contracted to Run Santa Ana Transitional Center for Civic Center Homeless Community
On Tuesday, September 27, the Orange County Board of Supervisors awarded a $1.4 million, one-year contract to The Midnight Mission, to oversee a round-the-clock transitional center with emergency shelter beds and enhanced services located at the former Santa Ana Transit Terminal. Supervisors also hired the Long Beach nonprofit City Net at $150,000 annually to coordinate local nonprofit and faith-based organizations so they can operate in the new shelter without providing redundant services. The facility, which will be called “The Courtyard," is scheduled to open by October 6, 2016.

The plan to use the former terminal was proposed by Supervisor Andrew Do at a special Board meeting earlier this month, with a directive to open the center within 30 days providing access to showers, food programs, storage and comprehensive services that lead on the pathway to housing stability. Public restrooms have been available at the former bus terminal since 2009; in August, the County installed additional portable restrooms at the Civic Center.

The operation and service coordination contracts with The Midnight Mission and Kingdom Causes Inc., also known as City Net, call for expanded services to be available at The Courtyard for those who have congregated in the Civic Center.

Supervisor Shawn Nelson urged his Board colleagues earlier this month to create a more permanent location for homeless services in Santa Ana in addition to the temporary opening of The Courtyard.

OC Loop Receives More Funding
On Tuesday, the Board of Supervisors approved the receipt of a $1,551,440 grant under the Bicycle Corridor Improvement Program (BCIP) toward the design and property acquisition of a portion of the OC Loop, originally applied for in April.

The OC Loop is a planned alternative transportation corridor comprised of 66 miles of regional non-motorized recreational/commuter cycling and pedestrian routes that provide seamless connections and an opportunity for people to bike, walk and connect to some of California’s most scenic beaches and inland reaches.

As part of the OC Loop, the El Cajon Bikeway is comprised of smaller segments within the cities of Placentia and Yorba Linda. There is currently a major half-mile gap from Imperial Highway south to Bastanchury Road, known as the Carbon Creek Channel (Segment D).

Grant funds will be used for the Final Design phase and Right-of-Way acquisition toward implementation of a Class I Bikeway along Carbon Creek Flood Channel spanning this half-mile length, which means the path will be for the exclusive use of bicycles and pedestrians with minimal vehicle traffic.

As a condition of the grant opportunity, the County of Orange contributed a 12% local agency match, or $211,560, of the total project cost of $1,763,000. A map of Segment D and the entire El Cajon portion of the OC Loop is below.

Property Tax Assistance Now Available for Homeowners
Orange County Treasurer Shari Freidenrich announces the reinstatement of the California Property Tax Postponement Program (PTP) and that the application and accompanying information is available on the Office of the State Controller’s website at sco.ca.gov/ardtax_prop_tax_postponement.html, by calling
800-952-5661, or by emailing the state at postponement@sco.ca.gov.

The PTP, which has been reinstated after being suspended by the Governor in 2009, offers housing security for seniors and homeowners with disabilities. The program allows eligible homeowners who are blind, disabled or at least 62 years of age to defer Fiscal Year 2016-17 property taxes on their principal residence if they meet certain established criteria.

An internet copy of your property tax bill is acceptable and can be found online at ocgov.com/octaxbill, by entering your APN or property address. Applicants can also access the property tax website by scanning the QR code below and then entering your APN or property address. The California Association of County Treasurers and Tax Collectors has been working with the State Controller for over two years to reinstate this program to assist low income seniors or blind or disabled taxpayers.

To be eligible to apply for the PTP, applicants must be either blind, disabled or at least 62 years old. Applicants must also own and occupy the property as the principal place of residence, have a total household income of $35,500 or less, have at least 40% equity in the property, and must not have a reverse mortgage amount, among other requirements. Owners of mobile or manufactured homes are also ineligible to apply for the program. The Office of the State Controller will be accepting applications from October 1, 2016 through February 10, 2017. The PTP only covers current property year taxes and not any prior year’s delinquent property taxes. Program participants must reapply each year. Funding under the program is limited and available to applicants on a first-come-first-serve basis. Applicants are responsible for paying their property taxes on time until their PTP application is approved. If a PTP application is approved after a property tax payment is made, the applicant will receive a refund for the amount paid less the amount due under the PTP program.

Homeowners can also click on the Treasurer’s website at ttc.ocgov.com and then on the Property Tax Postponement icon to access the State’s PTP website.

Election Workers Needed

The Orange County Registrar of Voters needs over 8,000 volunteers to assist with the various tasks that are required in conducting the upcoming November 8, 2016 Presidential General Election.

The skills and professionalism of county employees are especially important in assisting with the unique Election Day operation. By volunteering, county employees not only provide a valuable community service, they also contribute to supporting one of our most important freedoms in our democracy.

For information on the various Election Day volunteer opportunities, job descriptions, compensation and to sign up to serve on Election Day, go to the Registrar of Voters' website at ocvote.com/volunteer. The Registrar of Voters will also be available on Wednesday, October 12, 2016 from 11:00 a.m. - 1:00 p.m. in the outside seating area at 12 Civic Center Plaza, Santa Ana to answer any additional questions.

In the Community
CHOC groundbreaking for youth psychiatric unit
CHOC broke ground Friday, September 16, for a 18-bed psychiatric unit for patients ages 3 to 18. There is a great need for psychiatric beds in Orange County because currently there is only one mental health bed for every 22,000 children. Two speakers at the event were Kay and Rick Warren, founders of Saddleback Church in Lake Forest. They shared their son’s struggle with mental illness and how difficult it was to find him treatment while he was growing up. Because of CHOC’s efforts and dedication to this cause, children will have a safe place to go and receive services within the boundaries of Orange County. Supervisor Nelson’s Staffer, Natalie Wieckert, attended the event and the Fourth District is proud to congratulate CHOC for continuing to serve the children of Orange County.

Bay Equity Ribbon Cutting
Supervisor Nelson staff was on hand to celebrate Bay Equity’s ribbon cutting in the City of Brea last week. Bay Equity opened in the midst of the recession, as many other mortgage lenders were closing their doors. A group of mortgage professionals led by three brothers, Brett, Jon and Casey McGovern, recognized the need for a new type of mortgage lender. Their new lender had to embrace the highest standards, provide exceptional customer service and be committed to lasting relationships. Bay Equity opened in San Francisco in April of 2008 and funded its first loan one month later. In its short history, Bay Equity has expanded and is now lending in eleven western states and growing. Congrats to Bay Equity and welcome to the Fourth District!

Supervisor Supports Komen Race for the Cure
It’s an early start to get to Fashion Island in Newport Beach for the annual Susan Komen Race for the Cure. Each year, Supervisor Nelson makes sure staff delivers his personal message of support on behalf of the 650,000 residents in the Fourth District. Celebrating their 25th anniversary of supporting women with breast cancer, the Komen Race for the Cure is one of the largest organizations in America dedicated to the prevention, treatment and memory of cancer patients.

Policy Advisor Steve Spernak attended the event, delivered the Supervisor’s proclamation signed by all the Board that was presented by Chairman Bartlett’s Policy Advisor Sergio Prince on the main-stage ceremonies hosted by M.C. Ed Arnold. Comments by Congressional members proceeded the emotional ceremony of all the cancer survivors walking up to the steps of the Pacific Life building where they sat together in a pink collage of shirts and hats.

The morning culminated with Steve Spernak delivering his thanks from Supervisor Nelson to Coach Kori Johnson and her nationally-acclaimed Costa Mesa Cheerleaders who rally and excite the 20,000 walkers at the steps of the Pacific Life building start each year.
