County Updates
Board Approves Bike Trail Maintenance Plan
Earlier this week, the Board of Supervisors approved a Bikeways and Trails agreement with Placentia enabling the City to operate and maintain bikeways and pedestrian trail improvements within its boundaries along the Orange County Flood Control District. This will improve access to adjacent open space areas and support increased outdoor recreational opportunities for the public. This bikeway connects to the OC Loop that, once completed, will be a seamless 66-mile trail in Orange County.

Census of Homeless Individuals in the Flood Control Channel from Chapman Ave to Ball Road
On July 1, 2017, the County of Orange began a partnership with the nonprofit City Net for directed supplemental engagement services for individuals experiencing homelessness encamped along the Santa Ana River Flood Control Channel. As a part of this initiative, City Net conducted a census of the homeless individuals in the Flood Control Channel in the area between Chapman Avenue to Ball Road over the course of two days. This census data will help the County identify supportive services and resources most needed to better serve these individuals experiencing homelessness. To date, sixty-two individuals have exited the Flood Control Channel and have connected with housing resources.

Waste Not OC Coalition Honored with Congressional Recognition for Efforts to End Hunger in Orange County, California
The Waste Not OC Coalition (WNOC) was formally recognized in the Congressional Record this week for its notable contributions and meaningful progress to end hunger in Orange County, California, where more than 300,000 residents (including one in five children) experience food insecurity each month. Read the full Congressional Record here.

Established November 2012 as a public-private partnership, WNOC’s innovative model for food recovery is a simple one: reduce food waste destined for area landfills through the donation of wholesome surplus food from local restaurants, grocers and other food-producing facilities to local pantries for redistribution and identify those in need. To support this aim, the OC Health Care Agency’s health inspectors educate food establishment owners and managers about liability protections established in the California Retail Food Code and how to donate, rather than discard, their leftover items.

So far this year, WNOC and its partners have recovered 7.5 million pounds of extra food and transformed it into 6.3 million meals. To learn more about Waste Not OC, visit www.wastenotoc.org.

2017-2018 Secured Property Tax Billing and Due Dates
The 2017-18 Secured Property Tax bills will be mailed starting the week of September 25. The first installment will be due November 1, 2017 and delinquent if not paid by December 11, 2017. The second installment will be due February 1, 2018 and delinquent if not paid by April 10, 2018.

If you recently purchased a property or updated your mailing address and do not receive your tax bill by November 1, please enter your parcel number on the website linked below to view/print a copy or call (714) 834-3411.

OCTA Rebranding Efforts in full swing
Much like Apple, Google, Microsoft, or so many other brands we recognize and associate with products or accomplishments, government agencies work hard to create an identity that represents its work in their community. In an effort to highlight the transportation work of the Orange County Transportation Authority (OCTA) throughout the county, OCTA is undertaking a rebranding effort to increase awareness of the many improvements brought about by the Authority and Measure M.

Since the passage of Measure M in 1990 and renewed again in 2006, OCTA has utilized the monies generated by the tax to construct nearly $4 billion dollars’ worth of transportation improvements throughout the county. However, but not surprising, most are not familiar with Measure M. Some are familiar with OCTA’s Measure M logos featured on signs throughout Orange County highlighting a particular project under construction or improvement. However, many have not heard of Measure M or M2 and that a particular transportation improvement was funded by the tax measure. A recent survey detailed that 72% of respondents had never heard of Measure M. To address that lack of awareness the OCTA Board of Directors were given a presentation highlighting new project logos that unify all the work of the OCTA (surface street, transit, freeway or tollroad) under Measure M and M2 programs.

Improvements Unveiled to Better Serve Passengers at Laguna Niguel/Mission Viejo Metrolink Station
Improvements to the Laguna Niguel/Mission Viejo Metrolink station that provide better access and make for a more comfortable experience for passengers who use the station are now finished and open to the public.

The Orange County Transportation Authority, working with the cities of Laguna Niguel and Mission Viejo and with the Southern California Regional Rail Authority, designed and constructed the new ramps, compliant with the Americans with Disabilities Act, on each side of the station.

The ramps replace the station’s elevators and were added to the existing pedestrian undercrossing, making for more convenient, reliable access. The existing elevator shafts were redesigned to accommodate a public restroom and vending machines.

Three passenger canopies also were installed along the station’s west platform to provide shade and protection for rail passengers waiting for a train.

The station, which opened in 2002 and has an average of 340 weekday boardings, is a half-mile from Interstate 5, and is near major employers and attractions such as the Shops at Mission Viejo, Saddleback College and Mission Hospital.

Construction on the improvements began in early 2016 and included demolishing portions of the pedestrian stairways on both sides of the station and replacing them with the ramps.

The $5.2 million project included 432 cubic yards of concrete, 1,180 linear feet of stainless steel handrails and 235 tons of recycled asphalt.

The project was overseen by the construction management firm PreScience Corp. and constructed by Woodcliff Corp.

Brea Rotary
Supervisor Nelson presented his State of the County PowerPoint last week at the Brea Rotary monthly meeting.

Homelessness was a hot topic that was discussed among the lively membership. Also, transportation projects including the OC Streetcar Project and the OC Loop were among some of the issues spoken by Supervisor Nelson.

The mission of the Brea Rotary is to provide service to others, promote integrity, and advance world understanding, goodwill, and peace through its friendships of business, professional, and community leaders.

Fourth District Resident Recognized at Angel Stadium for Winning
2017 Eco Challenge Poster Contest
Angela Flores, a nine-year-old budding artist and environmentalist from Placentia, was recognized in an on-field pre-game ceremony at Angel Stadium on Friday, September 15. Angela is the Eco Challenge Poster Contest Winner representing Supervisor Shawn Nelson’s Fourth District. She is a 4th-grader at Ruby Drive Elementary School. Along with the on-field recognition, Angela served as an honorary Bat Kid at an Angels game and received an Angels Bat Kid jersey.

Supervisor Shawn Nelson was represented at the ceremony by Fourth District Chief of Staff, Denis Bilodeau, who congratulated Angela for her unique depiction of the contest. Angela’s poster combines the poster theme with baseball, portraying an eco-stadium filled with recycling fans and an umpire saying, ”And the trash is OUT!” This year’s theme was to highlight the eco-friendly benefits of recycling food waste and green waste.

Why is it important to recycle food and green waste in Orange County? Organic waste accounts for more than a third of the material in California’s waste stream. Collecting and processing organic materials to meet new mandates will change how we manage waste within our homes and contribute to bigger change.

County of Orange Celebrates Building 16 Groundbreaking
The County of Orange held a ceremonial groundbreaking for the new Building 16, the first building to be constructed as part of the County’s Civic Center Facilities Master Plan for the Civic Center area in Santa Ana.

The new building will provide approximately 250,000 gross square feet of new office space, two levels of below grade secured employee parking, and an Event and Conference Center planned for use by both the County and the public. The building will also include a One Stop public counter with 13 departments represented, offering efficient public access to services of multiple County agencies.

According to plans for Building 16, employees from OC Public Works, OC Waste and Recycling, Treasurer-Tax Collector, Auditor-Controller, and Clerk-Recorder will move into new building. The building’s design will improve space use and lower operating costs by reducing per-employee square footage from 375 feet to 260 feet.

The original Building 16, also called the Welfare Building, was completed in 1955 and was the first structure completed in the Santa Ana Civic Center plan. It was a three-story structure that had been unoccupied from the mid-1980s until its demolition in February 2017.

The project to build a new Building 16 will be delivered by a Public Private Partnership (P3) between the County and the Griffin Structures team utilizing tax-exempt financing with a long-term lease with the County, which will then own the facility at the end of the lease term.

Anaheim Job Fair
Congratulations to Heather Sievers, Director of Events for the Anaheim Chamber of Commerce, for delivering another terrific venue of recruiters and business representatives who offered jobs and training at this year’s Anaheim Job Fair for some 2,000 job-seekers.

Hosted at the Anaheim Convention Center, the attending crowds had face-to-face access to agencies, companies, international corporations and city-state-federal teams who gave out job leads and answered questions on starting new employment and training opportunities.

Policy Advisor Steve Spernak worked his seventh year for the Supervisor at the event and handed out brochures explaining the departments and divisions of County services that are always looking for outstanding employees.

Placentia Chamber Membership Awards
Congratulations to Placentia Chamber of Commerce Director Michele Severson for hosting another fun event at the Chamber offices to honor community leaders and members who have been with the association up to 45 years.

Policy Advisor Steve Spernak presented commendations from Supervisor Nelson to recognize the following members for their professional services and contributions thru the years to city business development, public service, economic progress, education and communications.

The County commendation was presented by Steve Spernak to the Director of Marketing Aram Keuilian who accepted the honors on behalf of the medical professionals and staff at one of the premier hospitals in Orange County.

Placentia- Linda Hospital 45th Anniversary
Supervisor Shawn Nelson was proud to deliver his thanks and appreciation to the staff, Administration, Doctors and Nurses who attended the afternoon reception honoring 45 years of medical services at Placentia -Linda Hospital.

Hosted at the hospital meeting complex the program consisted of introductions and historical recollections by Ken Ryan, Board Chairman, Jyotika Wali, M.D, Chief of Staff, and the closing assembly singing happy birthday, led by COO Dwayne Richardson.

Policy Advisor Steve Spernak made the formal honors presentation on behalf of the Supervisor last week at the annual Placentia Chambers Members Anniversary reception to Aram Keuilian, marketing and development director.

The hospital, located at 1301 N. Rose, just south of Yorba Linda Blvd, delivers premier patient services and some of the finest medical, diagnostic, surgical and emergency services in Orange County.

Komen OC 2017
Special thanks were delivered to the Komen OC management team in CEO Lisa Wolter, Fundraising Director Stacy Davis and Marketing Director Julie Cozort, by Supervisor Nelson this past weekend to extend his thanks and appreciation for a year’s worth of planning for Komen OC 2017.

Hosted at the Pacific Life Building on Fashion Island Circle, Policy Advisor Steve Spernak represented the Supervisor with the 7 a.m. arrivals that counted some 15,000 walk-runners who rally each year to celebrate and memorialize friends and family lost to cancer.

Spernak also delivered special thanks to MC Ed Arnold, Cori Johnson, director of the Costa Mesa Cheerleaders, Bolsa Grande HS ASB and new friends with the Southern Baptist Church of Santa Ana.

Each team that attended the sunrise rally met up with Spernak who was able to take his traditional fun-photos that the Supervisor sends to each group as a way of saying thanks for helping make Komen OC so special each year.

The 15,000 attending closed the morning to inspirational stories of courage, bravery facing death and family member who cried as they held up roses honoring those who lost their battle with breast cancer.
