County Updates
County Commemorates One-Year Anniversary of The Courtyard, County’s First Year Round Homeless Shelter
 
On October 5th, the County commemorated the one-year anniversary of its first homeless shelter, the Courtyard Transitional Center in Santa Ana. The transitional center located at the former Santa Ana Transit Terminal is a 400 bed shelter operated by county vendors The Midnight Mission and City Net who provide amenities like meals, showers, restrooms, laundry service and case management to the homeless.

Since its opening, the Courtyard has provided 129,145 shelter bed-nights with an average of 350 individuals staying per night. Over the past year 201 community service groups have provided 329,707 meals totaling nearly $1 million in meal donations. Among the notable successes during the past 12 months, Courtyard providers have connected more than 150 people to housing and 125 individuals to jobs.

Providing shelter is just one part of the County’s comprehensive system of care addressing homelessness. With the addition of the Bridges at Kraemer Place, the County continues to work on the regional challenge that homelessness presents. Since the opening of Bridges at Kraemer Place, 21 individuals have moved into permanent housing and 15 participants have secured employment. Bridges receive their referrals from various Police Departments, nonprofits and County staff. It is the operator’s goal to accommodate each appropriate referral for the program placing preference on North County. In the operational agreement, 5-10% of the beds are reserved for local police departments. Due to Fullerton’s continued commitment and support to the project, Fullerton Police Department will have 3 reserved beds at Bridges. We appreciate all our partners and their ongoing engagement on this project.

OCTA Open Space Conversation Program
 
As part of the passage of Measure M2 – the countywide ½ cent sales tax for transportation – the OCTA allocates funds to purchase conservation properties and contribute to habitat restoration projects. The program is intended to mitigate any impacts freeway projects may have on protected habitats and biological resources such as wildlife and plants. Open space areas that possess habitat and important wildlife species that are similar to those affected by the construction of freeways under Measure M2 are purchased and become part of the OCTA Conservation Plan. These areas (or Preserves) will remain in a natural state and protected in perpetuity. To date OCTA has purchased seven open space properties.

The Conservation Plan requires that a Preserve Management Plan is developed providing the guidelines for managing and monitoring these open space areas. Each plans goal is to provide for the ongoing preservation of the natural plants and wildlife and also includes fire prevention measures and recreational use by the general public where and when appropriate.

Among the areas OCTA has assumed stewardship for are the Aliso Canyon Preserve - a 151-acre parcel located in the Southeast portion of the City of Laguna Beach adjacent to Aliso and Wood Canyons Wilderness Park – and the Hayashi Preserve – a nearly 300 acre parcel in Brea on the southeast of Olinda Village, bordering Chino Hills State Park. The OCTA has developed Preserve Management Plans for these two areas and is inviting the public to provide comments on the plans. On Wednesday, October 25th, 5 to 7 p.m. at the Brea Civic Center located at 1 Civic Center Circle (Community Room A, Floor 2).

Long Range Transportation Planning
 
Every four years the OCTA updates the long range transportation plan for the county. The Long Range Transportation Plan (LRTP as it is called) is an evaluation of what the county’s transportation needs will be over a 20 year horizon. The plan projects forward what our needs may be based on the county’s expected population, housing, and employment growth, and financial and revenue forecasts. The goal is to produce a plan that enables the OCTA Board of Directors and the Executive team to make decisions on projects and funding.

By the year 2040 it is projected that our population will increase 10 percent, there will be an 11 percent growth in housing stock, 17 percent rise in employment and the time spent in traffic is expected to increase by 66 percent if no additional improvements are made to the County’s transportation system. These projections make it important for transportation planners to produce a guiding document to help allocate resources to manage our future.

Metrolink adds the first of 40 Clean Locomotives into service
 
On October 5th Supervisor Nelson along with elected officials from throughout the region to commemorate the addition of the first of 40 Clean Locomotives put into service. The new clean locomotives reduce emissions by up to 85% compared to the other locomotives operating throughout the region. They also have up to 64% more horsepower, include Positive Train Control and Crash Energy Management technology and equipped with enhanced on-board engine diagnostics that is expected to reduce delays caused by mechanical issues.

The entire fleet of new Tier 4 clean locomotives cost $279 million. Metrolink received funds from federal ($21 million), state ($132 million) and regional ($110 million) and local ($17 million) governments. The Air Quality Management District and the State’s Cap and Trade programs were the two largest sources of funds.

Metrolink’s first Tier 4 locomotives have undergone rigorous testing and certification per Federal Railroad Administration requirements. Metrolink will add locomotives into service over the next months until all 40 are in service by the end of 2018. The first train will run on the San Bernardino Line which is Metrolink’s busiest line.
 
 
In the Community
Winds and Wildfires Burn in North Orange County
 
Supervisor Nelson sends his thanks and appreciation to the hundreds of Orange County Firemen, crews, staffs, and pilots who worked tirelessly to prevent injury and major property loss during the recent Canyon Fire 2.

With hundreds of City, County and State fire personnel partnering with local commands to effectively evacuate more than 5,000 local residents and pets during the early stages of the fire, their quick work to combat the fire put down its potential for causing greater loss and devastation. The acts of heroism big and small and their outstanding work over the more than 100 hours that the fire swept through north county foothills and adjacent communities they prevented any loss of life.

On behalf of the County and the many grateful local residents, we extend a hearty thank you for their hard work and dedication to public service.

North Orange County Chamber Roundtable
 
Supervisor Nelson joined the North Orange County Chamber at their recent roundtable gathering to discuss issues affecting North Orange County. At the meeting the Supervisor discussed the county’s budget, efforts to improve the delivery of services regionally and its initiatives to address the homelessness throughout the county. The dialog focused on the collective efforts of the county and local governments to improve the economic vitality of the region with projects that improve transportation, housing and promote business growth.

Supervisor Supports Placentia Police Komen Patches
 
Supervisor Nelson delivered his thanks and applause to Placentia Police Chief Daryl Lenyi supporting the department’s efforts to raise money for the Komen Breast Cancer project with the sales of Placentia Police Department “Pink Patches”.

The pink thread on the police patches is part of breast cancer awareness efforts. The concept for the project was underwritten by the staff and medical professionals at Placentia- Linda Hospital to encourage prevention, research, treatment and support for breast cancer. Supervisor Nelson will display the Pink Patch at his outreach booth located at Tri-City Park during the Heritage Days community festival this weekend. The Nelson team has supported the Komen Cancer project for his seven years in office and annually attends the Komen rally in Newport Beach.

Supporting National Hispanic Business Women in Orange County
 
Special thanks to Rosalina Davis for her hospitality and help at the monthly meeting of the National Hispanic Business Women Association held this week at the Delhi Center in Santa Ana. The conference featured three speakers in Teresa Saldivar of Teresa’s Jewelry, Teresa Razo of the Villa Roma Restaurant and Vanessa Franco of The Hidden Gem who spoke of their challenges and obstacles they overcame to build a life in OC business.

The networking at the meeting allowed Policy Advisor Steve Spernak the opportunity to introduce the Supervisor’s office and make available contacts at the County for benefits, job fairs and careers.

Young at Heart Senior Placement
 
Supervisor Nelson was pleased to celebrate the Grand Opening of Young at Heart Senior Placement located in the City of Brea. Jim Francis from the Fourth District office joined in with members of the Brea Chamber of Commerce to commemorate the occasion.

Young at Heart Senior Placement helps patients and families with obtaining, professional and reasonably priced senior care. The founders began the service following an experience with an elderly family member and their difficulty finding qualified, professional care to assist them with care services.
