County Updates
Developer Selected for Dana Point Harbor Revitalization
 
At the most recent Board of Supervisor’s meeting, the Board selected Dana Point Harbor Partners (DPHP) as the primary developer to revitalize the County’s facilities at Dana Point Harbor. With much of the facilities built from 1968 to 1975, the revitalization of the harbor has been a project in development for nearly 20 years. The upgrading of the facilities at the harbor will add luster to this beautiful recreation destination in the county.

The project is being undertaken as a public-private partnership (P3 agreement) wherein exchange for a long term lease and lease payments to the county of more than $117 million over 20 years, DPHP is proposing to construct two hotels, a 136-room affordable hotel and a 130-room boutique hotel and new parking structure. The county will maintain responsibility for maintaining the sea wall and dredging the marina.

As part of the proposal, the developer proposes more than 116,000 square feet of commercial retail space, including restaurant and outdoor dining, retail and market hall, marine retail, office space and a surfing museum. The marina and dry dock facilities will be upgraded with 2,296 marina slips, 388 dry stack boat storage spaces as well as valet boater slips.

Construction is expected to begin in December, 2018 with completion of the project seven years later in 2025. If you would like additional information on the project, please go to www.ocdph.com/revitalization.

Elected Officials Roundtable on Homelessness
 
Supervisor Nelson hosted a roundtable for Fourth District council members and city management to discuss solutions for homelessness. Susan Price, the Director of Care Coordination, also attended to provide an update on the county’s efforts. It was a venue for the cities to ask questions, receive feedback and collaborate with each other, along with the county. Supervisor Nelson looks forward to partnering with the cities in the Fourth District to implement solutions for individuals experiencing homelessness.

After the recent Canyon Fire 2 decimated parts of Anaheim Hills and North Orange County, Supervisor Nelson has been promoting the importance of emergency pre-planning and evacuation options for Orange County residents.

Policy Advisor Steve Spernak met with outreach members of ReadyOC during the recent Heritage Days festival hosted at Tri-City Park. Eunice Miranda from ReadyOC hosted a 30 minute presentation on emergency preparedness. She stressed the importance of having a plan and resources available to outlast emergencies that may overwhelm emergency response resources. To help everyone get started, she provided a check list to prepare an emergency kit “bucket”.

The concept is so easy and in a crisis where you only have minutes to evacuate, this is a great playbook to have data on cellphones, schools, out-of-state contact numbers, pet info, and meeting places if you get separated.

The ‘bucket’ is an ideal container available at any Lowes or Home Depot. Store water, canned foods, flashlights, meals ready to eat, and cash so you can buy gas or food once you have cleared the fire-zone. “Buckets’ that are pre-packaged can be kept in the garage and in a minute it can be tossed into your SUV as you grab the kids, dogs and wedding photos before leaving.

OCTA Marks Completion of OC Bridges Projects

On Tuesday, transportation and city officials celebrated the completion of the final two underpasses in the $663 million OC Bridges program, at State College Boulevard and Raymond Avenue. During the last five years, a total of seven bridges and underpasses were built to separate car and pedestrian traffic from the busy freight rail line running through Fullerton, Anaheim and Placentia.

Each overpass and underpass improves travel times, cuts air pollution by eliminating the need for cars to idle at railroad gates and enhances safety in the community. At least 70 trains travel the busy BNSF rail line each day, with the number of trains projected to increase to 130 trains each day by 2030. Without the bridges and underpasses, a train – some up to a mile long – would block one of the intersections every 10 minutes.

Measure M, the county’s half-cent sales tax for transportation improvements renewed by Orange County voters in 2006, significantly contributed to funding the OC Bridges program, at about $157 million. In turn, this helped leverage state and federal transportation dollars to fund the rest. State funding paid the largest portion of building the grade separations, funding $262 million of the program.

The underpass at Raymond Avenue, which cost approximately $124.8 million, has already partially opened to traffic, with one lane open in each direction. Finishing touches, including electrical work, landscaping and final striping are being completed at the State College Boulevard underpass. It cost approximately $97 million and is scheduled to open to traffic November 1.

Through the O.C. Bridges program, previous underpasses have opened at Placentia Avenue and Kraemer Boulevard, as well as bridges over the rail line at Lakeview Avenue, Orangethrope Avenue, and Tustin Avenue/Rose Drive. Each of those projects is near the border of Anaheim and Placentia.

Heritage Days Parade and Festival
Congratulations to the City of Placentia for delivering another outstanding community parade and city festival on Heritage Days 2017. Thousands lined Kraemer Blvd. by parade time to enjoy the carnival atmosphere and festivities.

It’s a 7 a.m. pancake cookout to start the day with the parade of 80 entrants, including 35 bands, staging down city streets and condo entrances for the 9:30 a.m. walk-off. By 10 a.m. the Tri-City Park is open to thousands to walk the various booths, beer garden and barbeque stands hosted by dozens of volunteers from local churches, high schools, civic groups and teams who use the money for their programs and projects in the city.

Supervisor Nelson extended his congratulations to Mayor Craig Green and the Council, Steve Pischel from City Management and City Administrator Damian Arrula for another fantastic day of fun celebrating the city history in the All-American City.

Stage One Dance Studio relocates in the City of Brea
 
Supervisor Nelson sent his congratulations to Stage One Dance Studio located in the City of Brea. Jesus Nodarse from the Fourth District office joined Stage One Directors and Instructors Robyn and Kara to commemorate their Grand Opening. Stage One Dance Studio helps young adults and children become the dancers they aspire to become from ages 2 and up. The instructors opened their first dance studio in 1995 and spent the next 22 years in the city of Fullerton. The studio relocated to the city of Brea this past September of 2017.

Red Lantern Escape Room
 
I was blown away by the experience I had with the Red Lantern Escape Room staff. The Red Lantern Escape Room business is ran by a family that is passionate for their guests to have a great experience in the escape games. They took me on a tour through two rooms and I must say the design and sounds systems were immersive. They gave me the feeling of thinking I actually fit within the storyline. Sharon Davis (right) supplied plenty of food, waters and candy in the lobby. Truck Smith (left) and Roy Davis (magician suit) had an exceptional sense of humor during the presentation while giving thanks to everyone who attended. I was delighted to present them with a certificate that wished them the best in all their future endeavors in the city of Brea.
