County Updates
La Habra County Island Annexation
This week, the La Habra City Council held a meeting to partner with the County to proceed with the annexation of several small county “islands” into the City. The “islands” are unincorporated areas in Orange County that are represented and serviced directly by the County of Orange government.

In the Fourth District, these islands are communities that are adjacent to cities and are often entirely surrounded by a city, earning the term. Therefore, they are considered to be within the adjacent city’s “sphere of influence” for future annexation consideration.

Since 2000, there have been 50 annexations countywide. Since 2006, there have been eight successful annexations in the City of La Habra, the last of which occurred in September 2010. The six remaining islands in La Habra, ranging from less than three acres to 78 acres in area, have a total population of less than 1,300.

With the County Hall of Administration located nearly 20 miles from residents, annexing into La Habra would provide more efficient delivery and receipt of municipal services and more local representation. The Board of Supervisors plans to hear this item at its December 5 meeting. For more information on the annexation process, visit the City website.

Lambert Road Bikeway Project
The Lambert Road Bikeway Project, approved by the Board of Supervisors earlier this year, is now underway. Once complete, this Class II bikeway will serve as a link to the ongoing OC Loop, a 66-mile seamless trail for bicyclists and other outdoor enthusiasts. For more information about the construction impacts of the Lambert Road Bikeway Project, please see the flyer below.

Canyon Fire 2 Disaster Impact on Property Tax Payments
You can postpone the next installment of property taxes if your property has been substantially damaged or destroyed in the recent Canyon Fire 2 incident and you have filed an application for reassessment claim of property damaged by calamity with the County Assessor to reduce your property valuation. You must file this application for reassessment with the County Assessor before December 11, 2017, to have your secured first and second installments of your property taxes postponed without penalty or interest until the County Assessor has reassessed the property and you receive a corrected secured property tax bill. You then will have 30 days to pay the revised secured property tax amount.

To qualify for deferral of your secured property taxes, for property receiving a homeowners' exemption, "substantial disaster damage" means damage amounting to at least 10 percent of its fair market value or $10,000, whichever is less. For all other property, the damage must be at least 20 percent of value. However, a deferral of property taxes is not available if your property taxes are paid through an impound account.

In addition, the current property taxes will be reduced for that portion of the property damaged or destroyed. This reduction will be from the date of the damage, and will remain in effect until the property is rebuilt or repaired once you file the application for reassessment with the County Assessor.

County’s Seasonal Armory Emergency Shelter in Santa Ana Opens Early Santa Ana, CA
County of Orange, in partnership with Mercy House, Inc., has opened the seasonal Armory Emergency Shelter in Santa Ana early, providing up to 200 beds for individuals experiencing homelessness more than a month earlier than usual.

The shelter at the California National Guard Armory in Santa Ana (612 E. Warner Ave.) opened on October 30, 2017. The shelter at the California National Guard Armory in Fullerton (400 S. Brookhurst) will open on December 1, 2017, consistent with previous years. (The California National Guard informed the County of construction delays due to the deployment of soldiers to assist in the October Northern California fires, pushing back the shelter’s opening from the originally announced day of November 16.) Both armory locations will shelter individuals this year. Families seeking shelter will be referred to family emergency shelter providers.

The armory program, which typically runs December through April, provides shelter along with a nutritious meal, warm shower, a safe place to sleep, warm clothes and a wide variety of supportive services. The following agencies provide on-site services aimed at breaking the cycle of homelessness and moving individuals to self-sufficiency and independent living: Orange County Health Care Agency, Orange County Social Services Agency, Mental Health Association of Orange County, Public Law Center, 2-1-1 Orange County, Orange County Rescue Mission and many others. Donations from other non-profit organizations, churches and individuals add to the available resources to make this program a success.

The early opening of the armory in Santa Ana is not expected to affect the armory closing date in April. The armory program is operated by Mercy House through a contract and funding by the County’s OC Community Resources department. Funding for the additional days of operation is allocated by the County.

Homelessness is a critical issue in Orange County and a priority to the Board of Supervisors. The Armory Emergency Shelter program is an important part of the County’s system of care that includes a wide range of services and strategies.

OCTA Update

MTA/OCTA Regional Coordination Meeting
Last week Supervisor Nelson along with Board members and Executive staff from the Orange County Transportation Authority (OCTA) attended a joint meeting with Board members and staff from the Los Angeles County Metropolitan Transportation Authority (MTA) to discuss regional transportation. The meeting between the two transportation agencies, the first in many years, was to improve regional planning and inter-agency project coordination as both agencies move forward regional transportation projects that affect mobility throughout the Orange/Los Angeles County basin.

Attending the meeting representing LA MTA was Los Angeles Mayor Eric Garcetti, LA County Supervisor Janice Hahn, other members of the LA Board and staff. MTA staff gave an overview of the various initiatives the agency is undertaking - one of which is a study of a Los Angeles Countywide Bus Rapid Transit system to complement Metro’s rail system. The study is expected to be completed in June 2019. The study may create additional inter-county connection options. Among the other studies discussed was Metro’s Green Line Extension in Norwalk that would connect the LA county rail system to Metrolink’s Orange County Line in Santa Fe Springs. Supervisor Nelson is a strong proponent of the project having previously meet with Mayor Garcetti in support of the project. The project would create a transit connection from LA to Disneyland and other OC destinations.

The agencies also discussed their respective ExpressLanes/Managed Lanes projects. LA Metro is studying projects that would create express or managed lanes on the I-105 between I-405/LAX and I-605, I-605 between I-10 and I-105, I-405 between I-10 and Orange County, and I-405 between US 101 to I-10 (Sepulveda Pass). The results of the study will be available over the next 18 months.

Supervisor Briefs Congressional Student-Leaders
Supervisor Nelson was honored to be part of the Young Congressional Leaders educational series presented by Congressman Lou Correa at last weekend’s forum in Santa Ana.

Hosted at the Congressman’s offices at the Rancho Santiago College District Offices, Supervisor Nelson joined with Assemblyman Tom Daly, Anaheim Councilman Steve Faessel, Garden Grove Councilwoman Kim Nguyen and SAUSD Trustee Valerie Amezcua to explain budgets, agendas, media and missions they each have as electeds.

Supervisor Nelson stayed the entire meeting and took questions on what it’s like to hold office and why he entered politics and public service.

For the students, mostly high school leaders from districts in central OC, the briefing and first-person conversations were fascinating and inspiring as they got a chance to see the personal side of politics and demanding schedules and missions each perform in public administration.

OC Residents score a recycling hat trick at Eco Challenge collection event
OC Waste and Recycling in partnership with the Anaheim Ducks welcomed hundreds of county residents to the Honda Center bright and early Saturday, November 4, 2017. As early as 6 a.m., cars lined up ready to score: First goal, to dispose of e-waste; second goal, to securely shred paper documents; and, third goal, to keep reusable clothing and home goods out of the landfills. HAT TRICK!

In three short hours, more than 22,000 pounds –TEN TONS!—of recyclable materials were collected, including more than 15,000 pounds of paper for shredding and 7,800 pounds of used goods. The early birds secured Ducks tickets and a post-game skate on Wednesday, November 15, in celebration of America Recycles Day. Residents can take the recycling pledge and find other activities at www.americareyclesday.org

Saturday’s festivities included eco-friendly activities and prizes, from vendors including Discovery Cube, Waste Not OC, City of Anaheim Public Works, Republic Services, OC Public Libraries, OC Sanitation District and OC Mosquito and Vector Control and Enrecos.

Deputy Chief of Staff, Mark Lopez represented Fourth District Supervisor Shawn Nelson at the event. Mark also took the Eco Challenge Pledge and visited the informative booths sponsored by local agencies.

Fourth District sponsored pet adoption event a success!
Thanks to Supervisor Nelson, OC Animal care adopted out 36 cats and 31 dogs this past weekend. The Fourth District supported the shelter by covering the cost of all adoptions! Fourth District staff was on hand to give out free dog food bag clips and free poopy bag containers for all of the new pet owners. Honoring A Lifetime in Education At Connelly
Supervisor Nelson was honored to recognize a legend in education this month with a Lifetime Achievement proclamation that recognized 48 years of service by Martha Serrano.

The proclamation by the Supervisor outlined the time and talents of Ms. Serrano, Assistant Head of School at Connelly High School, for the past 16 years and the marvelous accomplishments of a life dedicated to her students.

Ms. Serrano was instrumental in developing the integration of technology into her classrooms, advancing faculty development, empowering youth with STEM opportunities, and promoting high standards of accomplishment by both her students and teachers.

In the proclamation, Supervisor Nelson cited that Ms. Serrano has been a role model for thousands of students, touched and inspired generations of thinkers and sent his deepest appreciation for the outstanding service and visionary work she delivered over her lifetime to the community, Cornelia Connelly School and the City of Anaheim.

Honoring Women Warriors on Veterans Day 2017
Supervisor Nelson was honored to present the Lifetime Achievement Award to Boatswain’s Mate Senior Chief Gayle Merino, US Navy, at her formal military retirement ceremonies this past week as part of his traditional Veterans Day mission to honor Women Warriors.

The proclamation outlined the 26 years of military service, training, overseas deployments, commendations and specialized military missions performed by Chief Merino.

Merino’s specialty was her ability to multi-task operations and command positions on riverine patrol boats, unit training and her performance as a Senior Chief assigned to the Amphibious Construction Battalion ONE as the Detachment Senior Enlisted Leader and reserve component Operations Chief from October 2007 to October 2014.

Her work and mission often included dangerous ‘down range’ deployments that saw her be awarded the Navy and Marine Corps Commendation Medal, the Navy and Marine Corps Achievement Medal with four gold stars (in lieu of a 5th award), the Coast Guard Meritorious Team Ribbon, the Reserve Meritorious Service Medal with five bronze stars (in lieu of 6th award), the National Defense Medal with bronze star (in lieu of 2nd award),the Global War on Terror Service Medal, the Outstanding Volunteer Service Medal, and the Meritorious Unit Commendation. In addition to her Seabee Combat Warfare Pin and Craftmaster Badge, she completed the Senior Enlisted Joint Professional Military Education program in 2009.

Chief Merino is also a qualified marksman with the M-16 rifle and sharpshooter with the M9 pistol and dedicated her spare time to developing future military leaders as Regional Director of the US Naval Sea Scouts Cadet Corps from 1995 to 2010.

Congratulations and sincere thanks to Chief Merino for her professional military career and devotion to defending this country on behalf of a grateful nation!

Fourth District hosts two flu shot events!
This week Supervisor Nelson hosted not one, but two flu shot events! Partnering with St. Jude, hundreds of Fourth District residents received their Free flu shot at either the Placentia or La Habra Community Center. Fourth District Staff was on hand to answer any county related questions during both events. For more information on upcoming events, please continue to read our bi-weekly newsletter.

Thousands Enjoy Buena Park Silverado Days
Congratulations to the city of Buena Park, Lions Club and the hundreds of donors and volunteers who put together another fun weekend of celebrating the western heritage of Buena Park at the annual Silverado Days fair.

Hosted at William Peak Park, the venue has a fun tradition of rides, booths, bbq and concerts to go along with the car shows and leg contests that make up the days in the city.

Supervisor Nelson is proud to support the city project and annually has his booth setup for the entire weekend to hand out county information on seniors, Veterans, careers and job fairs, animal shelters and to answer walk-up questions from residents.

Policy Advisor Steve Spernak attends the events at the fair, helped stage staffers in George Cardenas, Mark Lopez, Jim Francis, Markell Quinn and Jesus Nodarse, and provided contact info to parents who had questions about County services or resources.

This year, the Supervisor made sure to get out evacuation and survival information provided by ReadyOC to help families ready to escape the fires that ravaged southern California and Anaheim Hills.

Supervisor Honors Outstanding Probation Heroes
Recognizing the top employees, staff and technical specialists at Orange County Probation was a priority this week for Supervisor Nelson to honor the best of the best in the very demanding roles and missions at Orange County Probation awards and honors.

Certificates of Achievement and Recognition were individually prepared for each of the honorees by the Supervisor’s staff and delivered to Jennifer Palmquist for presentations and words of appreciation from the Supervisor for their outstanding accomplishments.

The Chiefs Awards are an annual event where probation employees and collaborative partners go above and beyond in achieving the department’s visions and goals.

This year, Supervisor Nelson was proud to honor nine individuals and five collaborative partners/teams who exemplified the finest in professional performance and commitment to public safety and Law Enforcement.

New Buena Park Library District Board Member Sworn In
The Buena Park Library District Board of Trustees welcomes its newest Board member, Dr. Rajen Vurdien. Dr. Vurdien was appointed as a Library Trustee by the Orange County Board of Supervisors and was sworn in at the Library’s monthly Board meeting on Tuesday, November 7th, 2017. Vurdien replaces Board Member Mary Fuhrman, who resigned in July when she moved from the City. Vurdien will serve out Fuhrman’s term which ends in December 2018.

Dr. Vurdien is a long time resident of Buena Park and is currently the President and Superintendent of Pasadena City College of the Pasadena Area Community College District. Prior to that, he was the President of Fullerton College for five years and Vice President for Instruction at Saddleback College for six years. He also taught as an adjunct faculty at Cypress College. Dr. Vurdien has a B.A. and M.A. from the University of Upper Brittany, Rennes, France, and a Post Graduate Certificate in Education from the Mauritius Institute of Education. He completed a M.Ed. and a Ph.D. in Psychological Studies in Education at Temple University and an MBA from Long Island University.

Library board members are elected officials who dedicate their time establishing library policies, setting the strategic vision, and assuring adequate funding for library services. Library Board meetings occur on the first Tuesday of every month at 5:30 p.m. and are open to the public. Walk4ALZ with Alzheimer's Orange County
 
Orange County Supervisor Shawn Nelson welcomes you to the Fourth District as Alzheimer’s OC hosts their annual walk this year on Saturday Nov. 11 at Angel Stadium.

Registration begins at the Stadium at 7:30 a.m. with the Opening Ceremonies hosted at 8:30 and a walk with friends and caregivers begins at 9:00 a.m.
