Board Updates
Board of Supervisors Continues its Momentum to Address Homelessness
  • County expedites 11 housing projects
  • County presented strategy to develop 2,700 housing units
  • County to receive approximately $15.5 million in state Emergency Homelessness Aid Block grants
The Orange County Board of Supervisors approved a County directive to expedite 11 housing projects in the pipeline for Mental Health Services Act (MHSA) funding, unveiled a Housing Funding Strategy to develop 2,700 housing units and paved the way to receive approximately $15.5 million in state Emergency Homelessness Aid Block Grant funding.

The Board of Supervisors voted to expedite 11 housing projects in the pipeline for MHSA funds.

The recommendations are as follows:

1.) Current Projects

After working with cities and developers, the County identified 11 projects in the NOFA and Special Needs Housing Program pipeline that have various terms of financing and stages of development and need additional funding. The Board’s commitment of $13 million will allow these projects to proceed to the development and construction phases, resulting in 451 housing units.

2.) New/Upcoming Projects

The County will allocate additional funds to California Housing Finance Agency (CalHFA) for Special Needs Housing Program funding.

3.) Recruitment of New Projects

The County will open a continuous Request for Information to coordinate the creation of additional Permanent Supportive Housing. The County, and OCCR specifically, has the charge to advise and assist its partners on how to best leverage and match various federal, state and local funding sources in order to ensure coordination aligns with the County’s housing strategy. As such, funding sources will not be limited to only the MHSA funding source.

4.) Housing Referrals

Given the County investments in the creation of housing for homeless populations through this initiative, housing referral preference will be granted to the Orange County Continuum of Care Coordinated Entry System. This assists homeless persons who meet project specific eligibility criteria (Veterans, Serious Mental Illness, Seniors, etc.) and are prioritized within the Service Planning Area of a project’s location. The Coordinated Entry System will ensure effective response coordination while aligning with the objective of reducing homelessness regionally.

Housing Funding Strategy to develop 2,700 housing units

The Board of Supervisors also approved the Housing Funding Strategy, presented by OC Community Resources and developed in conjunction with the Corporation for Supportive Housing.
Of note in the report is the goal of producing 2,700 units of supportive housing with the additional need for 2,700 units of affordable housing options for people experiencing homelessness. The County intends to work with the 34 cities to align regional policies to prioritize supportive housing for local and regional resources, including helping leverage federal, state and local funding. 3

Declaration from the County to receive approximately $15.5 million in state Emergency Homelessness Aid Block grants

The state’s budget includes $500 million in State General Fund monies for emergency homeless aid in one-time block grants to cities and counties via the Continuum of Care to address homelessness through the construction or operation of emergency shelters, rapid rehousing, homelessness prevention services, and other currently unspecified activities. In order for the County of Orange to be eligible for these funds, it must declare a shelter crisis pursuant to Government Code Section 8698, and demonstrate city-county coordination.

The Homelessness Emergency Aid Program has $250 million to be allocated to Continuum of Care jurisdictions based on 2017 point in time homeless count results. The anticipated funding from the State of California to the County of Orange from this block grant would be approximately $15.5 million. In addition, the two cities within Orange County with populations over 330,000 will receive their own separate allocations totaling approximately $9.9 million.

Applications for the first round of awards are due on December 31, 2018, and 100 percent of the funds must be expended by June 30, 2021.

Board Gives Input on $6.5 Billion FY 2018-19 Budget
On Tuesday, the Board of Supervisors examined and took preliminary votes on its Fiscal Year 2018-19 budget, which is a twelve-month period that begins July 1, 2018. The total budget is approximately $6.5 billion. Of that amount, $3 billion comes from Dedicated Revenue from sources such as John Wayne Airport and the landfills; $2.7 billion comes from state and federal funding for specific purposes; and about $800 million comes primarily from property tax revenue.

At the urging of Supervisor Nelson, the Board examined the County policy of maintaining vacant positions. Of the 18,359 budgeted positions within the County of Orange, only about 90%, or 16,399 of them are filled. Instead, direction was given to eliminate vacant positions after a period of twelve to eighteen months, unless department staff can justify their continued funding.

The final budget vote will occur on Tuesday, June 26 at 9:30am. Information on additional budget requests and the presentation delivered at the Board meeting can be found here.

BPSD Superintendent Greg Magnuson Retires
Supervisor Nelson was honored to recognize Buena Park School District Superintendent Greg Magnuson this week at his retirement ceremonies hosted by staff and school district administrators at the Park Avenue restaurant this week.

Greg began with the district in 2008 after years of management and administration experience with the Los Angeles County Office of Education and went on to design a first-class public education model in Buena Park. Greg’s mission the last ten years included not only his work as Superintendent and CEO, but a multi-dimensional set of partnerships that delivered technology and ‘future ready’ standards to bring students, staff, teachers and technicians into the 21st century.

Greg’s work also included external relationships with educational, civic and legislative leaders, law enforcement and fundraising foundations with Amway, Samueli and Tarsida Foundations and alliances with the MIND institute.

Policy Advisor Steve Spernak presented the Supervisor’s Lifetime Achievement Award to Greg and a framed copy of the 1967 musical classic ‘Happy Together’ by the Turtles to Greg’s wife, Deborah, as a lifetime reminder that they will now have the time in retirement to be ‘happy together’.

Sincere best wishes and blessings to Greg and Deborah for all their time and treasures they devoted to the education and management of everyone at the Buena Park School District!

Anaheim Celebrates Flag Day 2018 !
Special congratulations to Sally Feldhaus, Maria McFarland, Jackie Filbeck, Councilman Steve and Susan Faessel and the committee of many who put together another majestic Flag Day in the City of Anaheim.

Hosted at Pearson Park downtown, the displays and parade participants staged then walked the half-mile course to celebrate the greatest symbol of American and world democracy in the American Flag.

Supervisor Nelson was proud to once-again support the mission of inspired patriotism and had 28 certificates of recognition presented at the event. Students from all the schools in Anaheim were invited to research and compose essays on this year’s theme, “ What the American Flag Means to Me’ was selected from hundreds of student-scholars. Each certificate and photo they received will be a lifetime for each of the essay winners.

To all involved in this very special salute to America a sincere congratulations and Blessings Always !!
