County Updates
County of Orange Celebrates “Topping Out” of Building 16
County of Orange officials gathered to commemorate the “topping out” of the new Building 16, as the final beam was placed on top of the first building to be constructed as part of the first phase of the County’s multi-phase Civic Center Facilities Master Plan for the Civic Center area in Santa Ana.

As part of the topping-out event, representatives from the County, the building developer Griffin Structures Inc., project architect LPA Inc. and builder Swinerton Builders took turns signing the final beam and then watched as a crane lifted the 30-foot beam on top of the six-floor building. As is tradition in topping-out ceremonies, an American flag was attached to the beam as well as a small evergreen tree that signifies the safe completion of the structure’s frame and a wish for continued good luck for the future of the project.

The new building has been under construction since September 2017, when the County broke ground on the facility. As construction of Building 16 continues, it is estimated to be ready for occupancy by the first quarter of 2020.

The new building will provide an event and conference center planned for use by both the County and the public, approximately 250,000 gross square feet of new office space, and two levels of below-grade secured employee parking. The building will also include a consolidated, highly efficient one-stop center, where members of the public can access online services from all County departments via easy-to-use kiosks and in-person services from four County departments (Clerk-Recorder, Health Care Agency, Public Works and Treasurer-Tax Collector) via a public-serving counter.

According to plans for Building 16, employees from OC Public Works, OC Waste and Recycling, Treasurer-Tax Collector, Auditor-Controller, Clerk-Recorder and the County Executive Office will move into the new building.

Anaheim Islands Parking Issue Update
At a Board of Supervisor's meeting several weeks ago residents from the Anaheim Islands expressed their concerns with the parking along several residential streets in their neighborhood. In response my office directed county staff to initiate a traffic study to evaluate the matter and propose a solution. At the August 14, 2018 Board of Supervisors meeting we approved a proposal by County Public Works staff to restrict parking along three streets in the area. I am pleased to report that our staff has already installed the signs and has been informing area residents of the change. The restriction is already improving parking in the neighborhood.

I would like to thank the West Island Neighborhood group for bringing this matter forward. I am pleased to have had the opportunity to help ease a problematic situation in the neighborhood.

OCTA Seeks Input into Transportation Future
A draft copy of the Long Range Transportation Plan, called Designing Tomorrow, was recently presented to the OCTA board and is now up for public review and comment on the OCTA website at www.octa.net/lrtp.

The public has several chances to give input on the plan, including filling out a survey online, which can be directly accessed at www.octaLRTP.com

Those who take the survey can rank what transportation improvements they’d like to see in categories that include: expanding bus service, increasing rideshare, better maintenance and repairs, widening freeways and streets and expanding technology, among others.
Other opportunities for public input include:

    • 5:30 p.m. for North County (north of SR-55)
    • 7 p.m. for South County (south of SR-55)

  • Community Open House on Saturday, Sept. 22 from 9 a.m. to noon at OCTA Headquarters, 550 S. Main St. in Orange.

Every four years, the OCTA completes a Long Range Transportation Plan that examines the county’s expected transportation needs, accounting for changes in demographics, the economy and available funding.

Orange County’s population is expected to grow by 10 percent or by about 311,000 people by 2040, and employment is anticipated to grow by 17 percent – or about 275,000 jobs – over the same time period.

The LRTP will identify projects to improve roadways, public transit and bike paths, while considering evolving technologies such as autonomous vehicles and on-demand ridesharing.

The plan addresses key issues and challenges, such as the high cost of housing, limited land for expansion of freeways and streets, challenging emissions standards and an evolving public transit market, along with funding challenges.

The Measure M program, the county’s half-cent sales tax for transportation, is the centerpiece of long-range planning. The LRTP includes Measure M projects and looks beyond at additional needs throughout the county.

After the public review period, which lasts through Sept. 28, necessary revisions will be made to the draft plan. It’s then expected to return to the OCTA board this fall. The Long-Range Transportation Plan will then be submitted to the Southern California Association of Governments, where it will serve as Orange County’s input into the Regional Transportation Plan, the guiding document for transportation planning.
