County Updates
County Expands Temporary Shelter Capacity at Bridges at Kraemer Place
The County of Orange has expanded temporary shelter capacity at Bridges at Kraemer Place in Anaheim – providing accommodations for an additional 52 individuals inside the facility and an additional 16 individuals in two tents on the facility property.

The increase in capacity at Bridges at Kraemer Place is one of the provisions of a stipulation reached in federal court February 14 between the County and attorneys representing seven individuals experiencing homelessness along the Santa Ana Riverbed, and the Orange County Board of Supervisors approved the action during a special Board meeting on February 15. To accommodate needs of individuals transitioning from the riverbed, the tents are equipped with privacy partitions and pet crates.

The County of Orange is connecting individuals encamped on the Santa Ana Riverbed from Taft Avenue/Ball Road to Memory Lane with available resources, including available space in existing County-run shelters, connections to various behavioral health services, connections to short-term motel/hotel stays and food vouchers for the duration of their motel/hotel stays.

Bridges at Kraemer Place is a referral-based facility; all reservations are secured through outreach and engagement agencies, which receive notification when beds become available. On February 20 alone, six individuals from the Santa Ana Riverbed received referrals to shelter at Bridges at Kraemer Place.

Bridges at Kraemer Place offers onsite services, meals, laundry, restrooms and showers; and clients at the shelter engage in onsite assessments to connect to employment and housing navigation services. Bridges at Kraemer Place opened in May 2017, upon completion of Phase One, providing bed space and services for up to 100 men and women. The facility is expected to ultimately provide bed space for 200 men and women with the completion of Phase Two in summer 2018.

Parking Relief Coming to Unincorporated Anaheim
The ongoing parking challenge in a portion of unincorporated Anaheim will achieve some resolution soon, following the Board of Supervisors’ unanimous adoption of overnight parking restrictions. In response to multiple resident concerns of vehicles being parked on County streets from a nearby apartment complex, Supervisor Nelson offered to implement the restriction with the neighbors’ consent.

The approval establishes a “No Parking” zone between the hours of 12:00 midnight to 5:00 a.m. on both sides of Thistle Road between Orange Avenue and Broadway and its cul-de-sacs of Thistle Road, Theresa Avenue, Ramm Drive and Marian Avenue. Further, there will be a “No Parking Any Time” zone on the south side of Broadway between Greenwich Lane and Thistle Road.

The County’s Traffic Committee approved the item on November 16, 2017 before sending it to the Board of Supervisors. The map below shows the affected streets.

OCTA Honors Employees of the Year

Three individuals receive awards for their dedicated public service throughout 2017
The Orange County Transportation Authority recently announced the 2017 Employees of the Year: Manuel Vargas of Duarte, Patrick Courchaine of Orange and Lesley Hill of Fountain Valley.
 
Duarte resident Manuel Vargas is OCTA's Coach Operator of the Year. Vargas has been at OCTA since 1989 and has a 28-year safe driving record. Vargas helped transition the transit operations software system last year, which helped improve the functionality of online coach operator planning, scheduling and tracking vehicle availability. Vargas was an ambassador for implementation of the new system and has trained more than 500 coach operators at OCTA transit bases in Santa Ana and Garden Grove.
 
Orange resident Patrick Courchaine is OCTA's Maintenance Employee of the Year. Courchaine joined OCTA in 2001 and is an advanced technology mechanic currently assigned to the transit base in Santa Ana. His contributions and commitment were instrumental to planning and installation of the prototype near-zero emissions compressed natural gas buses. He has also led the advanced mechanics on testing and implementing the hydrogen fuel cell bus demonstration project. Courchaine has represented OCTA at the APTA national rodeo competitions, and helped the team place third overall in October 2017.
 
Fountain Valley resident Lesley Hill was named Administrative Employee of the Year. Hill was hired in 2011 as a project manager in the planning division where she oversees the implementation of the Measure M2 Environmental Mitigation Program. She helped develop the conservation plan, which was approved last year by wildlife agencies, allowing OCTA to expedite environmental permitting for freeway projects. Hill also manages the docent-led hikes and equestrian rides on OCTA’s seven wilderness preserves that are part of the mitigation program.
 
 
In the Community
Supervisor Honors Katella Legendary Coach Tom Danley
Supervisor Shawn Nelson was a part of a large audience of VIP, coaches, and former team members who honored Coach Tom Danley for his incredible legacy of mentoring Katella Varsity Basketball for 33 of his 40 years of his active- coaching career where his teams celebrated 14 league championships and won 618 games since the school opened in 1966. The campus gymnasium was dedicated to this remarkable coach and will now bear his name to honor and inspire Katella students, athletes and alumni.

Under his tutelage, his Katella teams have also qualified for the CIF playoffs 31 years while finishing in the finals three times, semi -finals three times and quarter finals seven times.

In 1980, he was named ‘Basketball Coach of the Decade’ for the “Big A Empire” and in 1989, he was named by the Los Angeles Times as the “winningest Basketball Coach in Orange County’ for the past 20 years, leading to his March 23, 2003, Coach Danley was honored for his lifetime achievement career coaching by being inducted into the Southern California Basketball Hall of Fame and in April 2004, he as inducted into the CIF/SS Hall of Fame.

Coach Danley’s career highlights include being named Coach of the Year in Orange County three times and in his league 15 times. He has coached in both the CIF All-star game and Orange County All-star game. In addition to his regular duties as athletic director and varsity coach at Katella, he also served as president of the Southern California Interscholastic Basketball Coaches Association and was past-president of the OC Athletic Directors Association and California State Athletic Directors Association, and In April 1996, Danley was named State Athletic Director of the Year in California and in April 1997 was named Western Regional Athletic Director of the Year for the United States.

Prior to his retirement, Coach Danley served in the capacity of District Athletic Director for the Anaheim Union High School District and Executive Director of the Anaheim Prep Sports/Activities Foundation also known as the “Anaheim After School Fund” to finance the additional positive after school involvement of teenage students in the City of Anaheim and the Anaheim Unified High School District.

Supervisor Nelson read the final versus of the proclamation to the crowd of friends and family, explaining “Whereas, Coach Danley’s career as Varsity Coach at Katella began in 1966 and ended in 1999, included 14 League Championships, 31 CIF Playoff appearances, delivered a lifetime record of 618-238, saw him as League Coach of the Year 15 times, as well as CIF/SS Coach of the year 3 times, we honor the incredible life and coaching achievements of an Orange County Coaching legend with the dedication of the Tom Danley Gym.”

Honoring 150th Anniversary at Fullerton Elks
Supervisor Nelson personally delivered honors last week at his Elks Lodge in Fullerton to recognize the 150th anniversary of the Benevolent and Protective Order of Elks and enjoy the night with his Fullerton Lodge membership as they celebrated their 150 years of contributing to their community, County and Country.

The Benevolent and Protect Order of Elks of the United States of America, a fraternal order with nearly a million members and a 150-year history, established itself as a network of nearly 2000 lodges in communities all over the country and defined itself as a generous charitable foundation that each year gives millions in scholarships, an inspiration to youth, a friend to veterans and seniors.

Their mission of this order inculcates “the principles of Charity, Justice, Brotherly Love and Fidelity; to recognize a belief in God; to promote the welfare and enhance the happiness of its Members; to quicken the spirit of American patriotism; to cultivate good fellowship; to perpetuate itself as a fraternal organization, and to provide for its government, the Benevolent and Protective Order of Elks of the United States of America who will serve the people and communities through benevolent programs, demonstrating that Elks Care and Elks Share programs.

The Elks organization was founded in New York City on February 16, 1868, by actors, entertainers and other professions to promote and practice the four cardinal virtues of “Charity, Justice, Brotherly Love and Fidelity; to promote the welfare and enhance the happiness of its members; to quicken the spirit of American Patriotism and cultivate good fellowship."

The Order is a non-political, non-sectarian and strictly American fraternity. Proposal for membership in the Order is only by invitation of a member in good standing. To be accepted as a member, one must be an American citizen, believe in God, be of good moral character and be at least 21 years old.

Supervisor Nelson proudly presented proclamations to Fullerton Lodge President Michael Spratt, took photos of same with California-Hawaii President Chuck Nolan and delivered thanks to Elks VP Scott Stephens for coordinating a night of magic and memories for several hundred Elks who joined Supervisor Nelson in the ceremonies and celebrations of this American legend, The BPOE!!

Buena Park State of the City 2018
Congratulations to Mayor Virginia Vaughn, the City staff and executive team along with department staffs and city employees who put together another amazing State of the City briefing for over 400 community leaders and business associates this week.

Hosted at the Knotts Berry Farm Hotel, Mayor Vaughn joined with City Manager Jim Vanderpool to walk the attending thru a 40 minute power-point video of accomplishments, new concepts and companies and the vision for what is shaping the city into a world-class destination.

After explaining how the city will be broken into districts for elections and council voting, the fun part was seeing that financials were all positive and that funding for city services and public works are solid.

Vanderpool explained how the city is partnered into a Beach Blvd coalition with Anaheim, Stanton, and ultimately Huntington Beach and La Habra so the Highway 39 becomes a fantastic collage of restaurants, hotels, concert sites, craft beer labs, even a butterfly exhibit replicating a Costa Rican jungle.

The city upgraded it emergency water pipelines with a $4.6 million dollar investment, put together a “Love Buena Park’ day where 800 volunteers worked 30 projects in the city and with the Police Department now up to 53 Officers and 93 sworn members…the priority of public safety is solid.

The addition of a K-9 will come soon and the body-cameras worn by Officers resulted in no citizen complaints in 2017. Those same Officers helped 194 homeless find shelters or emergency housing.

On housing, Vaughn said the new Buena Park Hilton is bringing 172 rooms, to add to Clark Common who brought low-income housing for seniors where a Santa Maria BBQ is built right into the condo complex.

Jamboree Housing got a nice ovation for that condo concept at Clark Common, as did the builders of The Source who will have more concerts, roof-top restaurants, shops and business centers this year.

Bravo to city planners who will be bringing on Chris Girard and the Premier Automotive dealership that will sell Jeep, Chrysler and Dodge autos and all the city team who spent 2017 rehabbing the Ehlers Center with fresh paint, lighting, flooring, audio and electrical along with parking and landscaping to keep it real as one of the premier Senior Centers in OC under the direction of Mark Saucedo.

The transition and transformation of Buena Park took money, vision and political courage, but Vaughn and the council, with an elite city executive team, proved hard work can deliver dreams!

Tet Celebrations 2018
Congratulations to OC Board of Supervisor’s Chairman Andrew Do and his staff for delivering another fantastic community and cultural event as 15,000 attending enjoyed the Tet Festival 2018 hosted at Mile Square Park.

Surrounded by colorful costumes, Lion Dragon performers and over 200 vendor booths and tents, Supervisor Nelson was honored to support the event being represented by Policy Advisor Steve Spernak who took photos and wished hundreds a happy new year at opening ceremonies.

The ninety minute opening ceremonies honored the families and military who escaped South Viet Nam in 1975, including OC Clerk-Recorder Hugh Nguyen who landed on the USS Midway as a little boy with his family.

Spernak delivered special thanks to OC Parks Director Stacy Blackwood and her staff for their strategic planning and crowd control/parking management that allowed the cars and crowds to flow into and exit the Mile Square Park complex with perfection.

Backed by OC Parks Rangers, OCSD Sheriff Deputies, on-site Fire and Paramedics, the County was present and prepared for any contingency to make Tet 2018 a celebration of fun, food, families and traditions for generations to experience and enjoy.

Happy New Year to all who celebrated the Chinese New Year as you ring in The Year of the Dog!!!
