Happy Halloween!
May you enjoy happy haunts and fun-filled frights this Halloween at one of the many upcoming family-friendly community events throughout the Fifth District. Cities are celebrating all weekend long, so you don't have to wait until Tuesday to take part in the Halloween festivities. Visit the 'Out and About in South County' section of my newsletter to find a spooktacular event near you.

No matter how you choose to celebrate the occasion, I hope you and your loved ones have a safe and wonderful time. Please exercise extra caution while driving through residential areas, and make sure your pets are safe and secure at home, too.

Fifth District Highlights
South County Disaster Preparedness Expo Recap

Last Saturday, I was pleased to participate in the 10th annual South County Disaster Preparedness Expo in Mission Viejo, with an estimated 6,000 people attending from all over my district, many of whom I had the pleasure of meeting and greeting at my County Information Booth.

As always, the event featured a wide array of state-of-the-art emergency response vehicles and equipment displays, informative presentations and demonstrations, interactive vendor booths, disaster preparedness kits, activities for all ages, as well as food, music, entertainment, free giveaways, and much more.

National Prescription Medication Take-Back Day
 
On Saturday, October 28, medications can be disposed of safely at various location throughout South County during National Prescription Medication Take-Back Day. The service is safe, free, and anonymous. No questions asked, and no forms to fill out. No syringes, medical waste or hazardous waste allowed.

This initiative, created by the Drug Enforcement Administration (DEA), addresses a vital public safety and public health issue by reducing the risk of accidental poisonings and overdoses as well as potential for misuse, and abuse. The DEA advises against flushing medications down the toilet or throwing them in the trash, since both pose potential safety and health hazards.

Take Back locations provide a great opportunity to properly dispose of expired and/or unused medications. See the flyer below for more information, or read the press release from the Orange County Health Care Agency.

CalOptima Prioritizes the Opioid Epidemic, Homeless Health & Children's Mental Health
For 2017, CalOptima's Board of Directors identified strategic priority areas, which include opioid abuse, homeless health and children's mental health. CalOptima will make funding available to our community partners through a community grant process.

The agency is currently requesting Letters of Interest to help them determine the funding levels for the three Priority Areas. Please see the attached Request for Letters of Interest (LOI) for information regarding how and when to submit your Letters of Interest.

Holiday Decorations on Public Property in Unincorporated Areas
 
With the holiday season approaching, the County of Orange would like to provide support for decorating unincorporated communities in a safe manner. In the Fifth District, this includes the communities of Coto De Caza, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe, and Wagon Wheel.

The County wants to work with interested residents and home owner associations in our unincorporated areas to help ensure the placement of decorations on/over public property is done properly in compliance with the County of Orange regulations. The simplified process below will ensure compliance:
  1. Encroachment permit application
  2. Site Plan – clearly show locations of decoration
  3. Letter of Authorization – notarized by representative of HOA
  4. Credit Card Authorization
  5. Insurance Information
  6. Contractor Guidelines

OC Moves
Shuttles and Trolleys Set Summer Record!
 
I’m pleased to report a record number of people took advantage of local shuttle and trolley services this summer, as cities worked with OCTA on innovative ways to relieve congestion at popular spots around the county.

In South County this year, summer services ran in Laguna Beach, Dana Point, San Clemente and San Juan Capistrano. In addition, OCTA again operated the OC Fair Express from throughout the county.

Summer transit programs and ridership included:
  • OC Fair Express, up 33 percent countywide from last year’s Saturday/Sunday service, delivered a total of 87,500 riders to the Orange County Fair
  • Back for the second year, the Laguna Beach Summer Breeze increased ridership by 80 percent, with a total of 9,700 riders
  • The Laguna Beach Trolley attracted 162,000 people from January through June
  • The Dana Point Trolley and Harbor Shuttle had a combined total of 87,244 boardings
  • The San Juan Capistrano Summer Trolley service recorded a total of 11,153 riders
  • The San Clemente Summer Trolley recorded nearly 84,000 riders

Helping the Homeless

The Courtyard Transitional Center in Santa Ana.
 
The Office of Care Coordination recently published the October newsletter on the County's continued efforts to address homelessness. In this newsletter, you can learn about the one-year commemoration of the Courtyard Transitional Center in Santa Ana, success stories from the 153+ people who have connected with permanent housing from the Courtyard, and the 23+ people who have moved into permanent housing since the opening of Bridges at Kraemer Place.

As we approach the season of giving, many of us look for opportunities to volunteer our time or donate funds for an important cause. Please click the flyer below to learn how you can help make a positive impact on homelessness in South County.

Aliso Viejo: Fall Fest Halloween Carnival
All are invited to the 12th Annual Fall Fest on Tuesday, October 31! There will be carnival booths with games for kids of all ages as well as kettle corn, churros, candy, coffee, laser tag, pony rides, rock climbing wall, giant ferris wheel, BBQ'd hot dogs and In & Out. Costumes are welcomed and encouraged (no scary costumes). This event will be held 6 PM to 9PM at Compass Bible Church. For more information, visit the event webpage.

Dana Point: Halloween Terrifying 10-Miler, Spooky 5K & 10K, Super Hero Kids Run
Renegade Racing is going all out this Halloween with the Terrifying 10-Miler and Spooky 5K & 10K at Salt Creek Beach Park. Bring the kids for the Super Hero 1/4-Mile Kids Run. You'll have a "Howling" good time running along the Salt Creek Regional Corridor Path on October 29. There will be costume contests, kids pumpkin painting contests, pumpkin patch, booths, and much more at the start-finish. To register, see the event website.

Laguna Hills: A Ghostly Affair
Dress up in your favorite costume and join us for an evening of hair-raising fun Saturday, October 28, from 5:30 PM to 7 PM. Our ghostly affair includes exciting games, terrific trick-or-treating, tons of prizes, and plenty of opportunities for great pictures. $5 per child. Laguna Hills: San Onofre Nuclear Generation Station Community Engagement Panel
The San Onofre Nuclear Generation Station (SONGS) is in the process of decommissioning. This community panel will provide education to the public regarding this process. Information booths will be available between 4:30 – 5:30PM. The meeting will begin at 5:30PM at the Laguna Hills Community Center. Visit the SONGS website for additional information.

Laguna Niguel: 17th Annual Haunted Trails
Experience the annual Laguna Niguel Haunted Trails October 26-28 from 6:30 PM to 10 PM! This event is VERY SCARY and not recommended for children under 8 years of age. $13 per person for pre-sale wristbands, sold at the Parks & Recreation Registration Office at Crown Valley Park starting Monday, October 23, 8 AM - 5 PM. Prices go up to $15 per person for wristbands purchased after 5 PM on event dates. Please email to register for the event or visit the website for information.

Laguna Niguel: Service Saturday
The City of Laguna Niguel will be collecting necessity items to benefit the children of the Orangewood Foundation. This project was initiated by the recent Human Trafficking Town Hall meeting, which identified these youth aging out of the Foster Care system to be at a higher risk of human trafficking. Mission Viejo: Hometown Halloween
On October 29, celebrate Halloween with themed carnival games, crafts, music and much more from 4 PM to 6 PM. From 6 PM to 7 PM, it's fun or fright as you travel through our glowing haunted maze. Rancho Santa Margarita: Fall Family Festival
Enjoy haunted Halloween fun for the entire family at the Fall Family Festival on October 31 from 2 PM to 5 PM at Central Park. Trick-or-Treat in a fun and safe environment, enjoy multiple inflatables and bounce houses, partake in the costume contest and join the child and pet costume parade while you listen to music and play games. San Clemente: Spooky San Clemente
Come to Spooky San Clemente for scary fun and hours of fright. This is family-friendly Halloween celebration includes a haunted house, games, trick or treating, corn maze, pumpkin craft, Del Mar Treat Street, movie on the lawn (Hotel Transylvania 1), treats, and wristbands for activities. San Clemente: Pumpkin Splash
On Monday, October 30 from 3 PM to 6 PM, enjoy a poolside pumpkin patch, spook-tacular music, pumpkin games and more at the Ole Hanson Beach Club! This is a free event where each participant will take home an orange floating friend of their own picking. Located at 105 W. Avenida Pico, San Clemente. San Clemente: Candy Crawl at the Outlets
Join Outlets at San Clemente on October 28 for an afternoon of free Halloween fun and safe trick-or-treating at their Second Annual Candy Crawl. Collect treats from participating stores (while supplies last) and enjoy creepy crawlers, balloon animals, music, a costume contest and much, much more!
