"A Superhero Holiday" in Dana Point Harbor!

Please join me, OC Parks and Dana Point Harbor in celebrating the season with “A Superhero Holiday” during the 43rd Annual Boat Parade of Lights – taking place December 8 & 9, 15 & 16 – as Dana Point Harbor presents more holiday festivities and entertainment than ever before! Enjoy free, family-friendly activities that culminate nightly with the spectacular Boat Parade!

FREE trolleys each night of the Boat Parade will run from 3:30 PM to 10:30 PM, dropping off and picking up merrymakers along Dana Point Harbor Drive at Doheny State Beach, The Visitor’s Center, Ocean Institute, Baby Beach, Island Way, the Retail Area, and back to Doheny. Kids and the young at heart are encouraged to dress-up as their favorite superheroes during the Boat Parade!
 
 
But wait, there’s more! Kick-off the holiday season Saturday, December 2, as we present Merry Movie Night at Baby Beach, featuring the holiday favorite film, “Elf.” The pre-show festivities begin at 3:30 PM, and the FREE movie begins around 5:15 PM. Don't miss the ceremonial lighting of the tall ship The Pilgrim before the film begins, then spread out your blankets and beach chairs for “Elf.” Hot chocolate, food and beverages will be available for purchase.

Help Our Homeless This Holiday Season
 
November 11–19 is recognized as Hunger and Homelessness Awareness Week, when people across the nation come together during the week before Thanksgiving to draw attention to the problems of hunger and homelessness all around us.

As the holidays approach, we often take time to consider what we're thankful for, and many of us choose to offer some of our time, energy, and resources to help others less fortunate. In that spirit of giving, we may seek opportunities to volunteer or contribute to such a worthy cause.

Holiday Decorations on Public Property in the Unincorporated Areas
 
With the holiday season approaching, the County of Orange would like to provide support for decorating unincorporated communities in a safe manner. In the Fifth District, this includes the communities of Coto De Caza, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe, and Wagon Wheel.

The County wants to work with interested residents and home owner associations in our unincorporated areas to help ensure the placement of decorations on/over public property is done properly in compliance with the County of Orange regulations. The simplified process below will ensure compliance:
  1. Encroachment permit application
  2. Site Plan – clearly show locations of decoration
  3. Letter of Authorization – notarized by representative of HOA
  4. Credit Card Authorization
  5. Insurance Information
  6. Contractor Guidelines

Ladera Ranch Street Improvements
 
Over summer, OC Public Works (OCPW) conducted street improvements throughout the unincorporated community of Ladera Ranch. This project extended the life of the pavement for the community to enjoy for many years to come.

Every two years, the condition of our roads our analyzed in the California Statewide Local Streets and Roads Needs Assessment. Each County is given a numerical index between 0 and 100, which is used to indicate the general condition of pavement or Pavement Condition Index (PCI).

In 2016, Orange County received a PCI average of 79. By contrast, neighboring counties received the following PCI averages: Riverside 71, Los Angeles 67, and San Diego 65. Statewide the PCI average is 65.

Based on the recent street improvements in Ladera Ranch, the PCI average is 83. Studies show that applying a preventive maintenance treatment to pavement in good condition extends the service life and minimizes the need for more costly pavement rehabilitation strategies.

I encourage residents who have concerns with street maintenance community – whether it be pavement marking, potholes or traffic issues – to document the specific area of concern at myOCeServices.com. OCPW will follow up with you directly, and the status of your documented concern will be available in real time on the web-based map.

Turf Transformation Ceremony in Laguna Niguel
 
Moulton Niguel Water District (MNWD) celebrated a monumental milestone Tuesday, November 14, as the District celebrated the removal of 5 million square feet of turf in its service area!

With my staff, local customers, program partners, and city and elected officials on hand, MNWD commemorated this achievement during its “Turf Transformation” recognition ceremony at Crown Valley Park in Laguna Niguel, which recently removed nearly 140,000 square feet of turf at the park.

The removal of 5 million square feet of turf amounts to 500 million gallons of water savings, and represents the largest amount of turf removed in Orange County. To put that in perspective, to replace 5 million square feet of turf, you’d have to replace the grass in all 31 NFL stadiums – three times.

Moulton Niguel’s rebate program has allowed the District to transform the community’s residential landscapes, golf courses, parks, street medians, and much more, from high water-use turf to water-efficient landscapes – helping to not only save water for its customers, but also save on their water bills.

DUI Enforcement This Weekend in Laguna Niguel
 
Deputies from the Orange County Sheriff’s Department’s DUI Enforcement Team will be deploying to stop and arrest alcohol and drug-impaired drivers in the Department’s ongoing traffic safety campaign. DUI Saturation Patrols will deploy from 6 PM Friday, Nov. 17, to 2 AM Saturday, Nov. 18, in areas with high frequencies of DUI collisions and/or arrests in the city of Laguna Niguel.

Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone. The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more. The feature-packed app even has social media tie-ins and a tab for the non-DD to call Uber, Lyft or Curb.

The cost of a ride home is cheap. Those caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, license suspensions and other expenses that can exceed $10,000, not to mention the embarrassment when friends and family find out. Remember, if you see a drunk driver, call 9-1-1.

JWA: Thanksgiving Travel Tips
 
The year-end holiday travel season is quickly approaching, and airports across the country are anticipating another year of record passenger volume. The Thanksgiving holiday is one of the most heavily traveled holiday periods, and passengers traveling through John Wayne Airport (JWA) between Friday, November 17 and Monday, November 27 will experience higher-than-normal passenger traffic.

Demand for parking over the holiday weekend is expected to be high. JWA recommends passengers consider all parking options available. Travelers should plan ahead and check real-time parking availability by calling 949-252-5200, or visiting Parking Availability on the Airport’s website.
 
 
This season, JWA has continued its partnership with KeepOCSafe. Together, we encourage travelers to be aware of their surroundings and report questionable objects or activities. A Giant Red Backpack (pictured above) will be on display in the Riley Terminal throughout the holidays to remind passengers and visitors, "If You See Something, Say Something™."

November is Adoption Awareness Month
 
At our regular meeting this week, the Board of Supervisors proclaimed November 2017 as Adoption Awareness Month in Orange County.

Erin Kim, a resource parent from Irvine, received a Board Resolution on behalf of adoptive families in Orange County from the Board of Supervisors for their work as resource parents, educators and advocates. The Kims have two adoptive children and two biological children, all the while continuing to foster other children through the Social Services Agency. In addition, Erin helps train new resource families in order to help them understand the challenges and rewards that come along in the resource family journey.

Adoptive families that welcome children into safe loving homes truly make positive impacts on their children’s lives. Not only have Tony and Erin Kim provided their children with a reliable support system, they set an example for other families hoping to do the same.

This year’s National Adoption Awareness campaign is focused on the needs of the thousands of older youth, ages 15-18, who face the challenges of aging out of foster care and are beginning their independent, young adult lives.

The theme this year is “Teens Need Families, No Matter What.” Federal, state, and local government agencies, as well as non-profit organizations around the country, plan events and activities throughout the month of November to raise awareness for children and youth in foster care who are ready and waiting for permanent families.

The number of finalized adoptions in Orange County remains steady. In 2016, there were over 275 finalized adoptions. So far in 2017, there have been 233 finalized adoptions. Orange County continues to lead the way in uniting children with their forever families.

The Grand Jury Needs You – Apply Today!
 
The Orange County Superior Court is looking for qualified volunteers to serve on the 2018-2019 Grand Jury. The 19-member Grand Jury will take the official oath of office on June 29, 2018 for a one-year term.

The Grand Jury’s responsibilities include:
  • Ensuring that the performance of county, city, and other local agencies is proper and ethical
  • Providing recommendations to government agencies for improvement
  • Responding to citizen complaints about local government agencies
  • Ensuring that our local tax dollars are wisely spent
  • Evaluating conditions at our county’s jails
  • Issuing indictments for serious crimes.
Grand jurors receive training and attend tours and briefings to increase their knowledge of the workings of county agencies to help them assess areas in need of improvement.

To qualify to serve on the Grand Jury, you must be a resident of Orange County for at least a year, a United States citizen, at least 18 years old, in possession of sound judgment, and have sufficient knowledge of English. Interested citizens must apply by January 26, 2018.

Run the race before you stuff your face! Bring your family and friends to wobble before you gobble. Our flat, scenic race features a 10k, 5k and Kids Gobble Wobble. Irvine: OC Turkey Trot 5k Run/Walk
Ramp up your appetite and gobble up some fun at this year's OC Turkey Trot. You'll love the flat, fast, course that winds through Irvine Valley College. Sleep-in and enjoy the 8 AM start at this family-friendly event. All 5k participants will be professionally chip-timed. Race swag includes a custom cast medal and a shirt. If you're "in it to win it," there's age division awards and lots of costume awards for you selfie lovers! The course is friendly for wheelchairs, strollers, tricycles and scooters. Kids can enter the Gobble Wobble races and receive their own medal and t-shirt. Last but not least, they've got a delicious slice of pumpkin pie for all finishers!
