2014 OC Fair Express Recap
On Monday, OCTA’s Board of Directors received a final recap of the successful 2014 OC Fair Express. Ridership at all eight stations increased over previous years and, surprisingly, almost half of OC Fair Express riders were first-time users of OCTA bus service. This year also marked the first time that OCTA offered a mobile ticketing app, which approximately one-third of respondents to a survey reported using.

Capital Projects Update
OCTA is efficiently using your tax dollars to continually work toward improving transportation in Orange County. This week, it reported on outreach efforts currently underway for its capital projects. In North Orange County, this includes the OC Bridges grade separation projects and widening of the northbound 57 and westbound 91 freeways. The full presentation is below.

Supervisor Nelson Speaks to CSUF Students
Supervisor Nelson was honored to guest lecture for an Introduction to Metropolitan Politics class at Cal State Fullerton last week. At the invitation of State & Community Relations Director Chris Reese, Supervisor Nelson visited the class to deliver a brief overview of the County of Orange, including its core functions, services and current issues facing local government.

This was followed by approximately thirty minutes of questions and answers from some of the 38 students with topics ranging from the homeless shelter proposal, transportation issues and achieving property tax equity. Concluding the discussion, Supervisor Nelson invited students to contact his office to apply for internships with the South Coast Air Quality Management District.

This was Supervisor Nelson’s second year in a row presenting to this class and he looks forward to visiting the campus again next year. You can view the presentation here.

Fullerton Resident Honors Heroes of 9-11

Policy Advisor Steve Spernak delivered thanks from the Supervisor to Scott Townley for his 9-11 Memorial.
 

Townley’s solemn display contains thousands of flags with the names of all the victims lost in the 9-11 attacks.
 
Supervisor Shawn Nelson was honored to recognize Fullerton resident Scott Townley for the memorial display he designed to honor the citizens and fallen first-responders in the 9-11 attack.

Townley, an OCFA Firefighter, originated the honors to commemorate the 343 Firefighters and 74 NYPD and Port Authority Police who died in the response when the towers collapsed.

On the 10th anniversary of the tragedy, Townley completed the honors by adding 2,985 American flags and engraved each flag with the name of the civilians murdered that morning.

Policy Advisor Steve Spernak delivered a framed copy of Psalm 91 to Townley as a thank you and appreciation from Supervisor Nelson and the people of Orange County.

Supervisor Nelson was honored to partner with members of the Fullerton Chamber of Commerce to recognize Southern California Motorcycles owner Tom Hicks for the incredible success he’s delivered in the industry for the last 10 years as one of the premier dealers in Orange County.

“OC 125: Exploring Orange County’s Story” at John Wayne Airport
 
Visitors and residents can explore Orange County's rich 125-year history through OC 125: Exploring Orange County's Story, a curated exhibition of sites and experiences, now on display at John Wayne Airport. Through February 2015, viewers can take a historical journey through Orange County in the Destination Art & Culture exhibition space located in the pre-security pedestrian walkway between Riley Terminals B and C.

Organized by era, the OC 125 display highlights more than 35 historical sites throughout Orange County that are accessible to residents and visitors. The exhibition begins with the earliest explorers and settlers to the region, using images like the one below to depict Orange County's growth and development over the past century. A companion guide, available at the Riley Terminal and on John Wayne Airport's website, highlights portions of the exhibition.

Toll Roads Update
 
After cash toll collection ended on Orange County's toll roads on May 14, a program was implemented to ease drivers’ transition to the new all-electronic toll collection system. The program has been extended as The Toll Roads study data about usage, payments, feedback from customers and reports from customer service representatives.

As part of the program:
  • Penalty fees for first-time violations are waived if the tolls incurred are paid within 30 days of receiving a notice of toll evasion. Approximately 40 percent of violation notices are sent to people who never before received a violation notice.
  • Drivers without a pre-established tolling account can pay tolls online within seven days after driving the roads using the One-Time-Toll™ payment option. One-Time-Toll was developed to be used within 48 hours of driving the roads. Data is being reviewed to determine if the One-Time-Toll payment timeframe will be extended permanently.
The following improvements have been (or are being) implemented:
  • Additional road signs have been installed. There are now 414 signs on the roadway informing drivers that they are on a tolled road; that cash is not accepted; that tolls can be paid electronically via a pre-established account or online using the One-Time-Toll payment option; and that a violation will be issued if tolls are not paid.
  • Information about the closure of cash booths and how to pay online has been added to changeable message signs located on freeways leading to The Toll Roads.
  • Information about the penalty relief for first-time violations is inserted into first-time violation notices. The notice also includes information about how to sign up for a FasTrak® or ExpressAccount® for future trips.
  • To support the conversion, 14 employees were added to the customer service department. Six additional temporary customer service representatives have been added and 20 more are in the process of being added.
  • Forty-six additional phone lines are being added to the customer call center. To accommodate callers.
  • Adjustments have been made to information on the website to address common questions.
  • Outreach programs to the general public; Spanish-speaking community; tourism industry; rental car agencies; seniors; college campuses; and military are being expanded and revamped as needed.
Approximately 250,000 people drive The Toll Roads every day as a way to avoid traffic congestion and save time. Approximately 91% of customers pay with either a FasTrak, ExpressAccount or with the One-Time-Toll online payment feature. Since May 14, 65,269 ExpressAccounts have been opened and 440,267 Drivers have paid using One-Time-Toll.

Five ways to pay tolls on The Toll Roads:
  1. FasTrak: Establish a prepaid account, pay tolls that are $1 less than all other drivers pay and receive a transponder that allows you to pay tolls electronically on every tolled bridge, lane and road in California.
  2. Charge ExpressAccount: Establish an account with no prepayment. Drive The Toll Roads and your daily tolls are charged to your credit card. You cannot use this account to pay tolls on any other bridge, lane or road.
  3. Invoice ExpressAccount: Establish an account with no prepayment. Drive The Toll Roads and, at the end of the month, receive an invoice for your accumulated tolls. This account includes an invoice fee. You cannot use this account to pay tolls on any other bridge, lane or road.
  4. Prepaid ExpressAccount: Establish a prepaid account. Drive The Toll Roads and tolls are deducted from your prepaid account. You cannot use this account to pay tolls on any other bridge, lane or roads.
  5. One-Time-Toll payment option: Drive The Toll Roads and within 48 hours after your drive, use our website or free app to pay your toll(s) with a credit card.
