|
Local Ethics Commission Vote Headed for June Ballot |
|
Local voters will be asked on the June 7 ballot to form an Orange County Campaign Finance and Ethics Commission and to make related changes to the County Campaign Reform Ordinance after action by the Board of Supervisors.
Establishing a local County commission would require changing a law approved by voters last year permitting the County to contract with the state Fair Political Practices Commission (FPPC) for civil enforcement of county campaign laws with legislative approval.
The ballot measure also would ask voters to approve a charter amendment giving the executive director of the proposed Orange County Campaign Finance and Ethics Commission the legal authority to subpoena the bank records of candidates for county offices.
Orange County’s landmark campaign reform ordinance, known as TINCUP for “Time is Now Clean Up Politics” was approved in 1978 and amended in 1992. TINCUP regulates campaign contribution limits (currently $1,900 per candidate per election cycle) and other campaign activity for County elected officials, including the offices of Supervisor, Assessor, Auditor-Controller, Clerk-Recorder, District Attorney-Public Administrator, Sheriff-Coroner, Treasurer-Tax Collector and the Superintendent of Schools.
Earlier this month, supervisors reviewed the recommendations of a special committee evaluating the establishment of a local ethics commission and directed County attorneys to prepare ballot language for consideration by voters. Supervisor Michelle Steel opposed placing the measure on the ballot. |

Nelson questions John Wayne Airport ATM fees |
|
Currently, there are Automatic Teller Machines (ATMs) spread throughout the terminals at John Wayne Airport. SchoolsFirst Federal Credit Union is the current ATM concessionaire. At Tuesdays Board of Supervisor’s meeting airport staff proposed granting an extension to the SchoolsFirst concession based on a recent bid process. They currently charge $2.75 per non-member transaction, of which $2.29 is remitted to the airport . Supervisor Nelson convinced his board colleagues to reject the concession extension and instead focus on which ATM provider will provide the service at the lowest cost to the consumer. Staff will issue a new request for proposals and return to the board with a recommendation in the future. |

New Director of John Wayne Airport Named |
|
The director of operations for Los Angeles World Airports (LAWA), which operates Los Angeles International Airport, has been selected by the Board of Supervisors as the new Director of John Wayne Airport.
Barry Rondinella replaces Alan Murphy, who retired in February. He has served as LAWA’s director of operations since 2010. He previously served as deputy director for operations at Sacramento Airport and as airport director for Stockton Metropolitan Airport and the Santa Maria Public Airport.
A licensed commercial pilot, Rondinella is an Accredited Airport Executive and a U.S. Air Force veteran.
The Airport Director develops airport policies and has direct responsibility for business development, facilities, finance and administration, and operations and public affairs. The director also oversees airport staff and prepares annual budgets. The airport’s deputy airport director for facilities, Lawrence Serafini, has served as acting director during a national search a permanent replacement.
Appointment of the airport director by the Board of Supervisors is required by County ordinance. The selection followed work by an ad-hoc Board committee comprised of Vice Chair Lisa Bartlett, Fifth District, and Supervisor Andrew Do, First District. Rondinella will report to County Executive Officer Frank Kim through County Operations Officer Mark Denny. He will earn a salary of $200,000 a year. |

Ad-Hoc Committee Will Address Mental Health Services |
|
An ad-hoc committee comprised of two members of the Board of Supervisors will examine gaps within the County’s mental health system and present recommendations to their colleagues early next year. The committee was suggested by Vice Chair Lisa Bartlett, Fifth District, who will serve with Supervisor Andrew Do, First District. Bartlett requested that a committee be created to formally review and analyze long-term policy solutions for the delivery of public psychiatric services. Input and collaboration will be sought from County agencies, hospital representatives, the medical community and law enforcement.
Overall, the County will spend about $119 million this year on treatment programs funded by the Mental Health Services Act (MHSA) with another $21 million from MHSA carry over funds. The statewide ballot measure was approved by state voters in November 2004 to provide increased funding, staffing and other resources to support county mental health programs and monitor progress toward meeting statewide goals.
This past year, the County provided 62 programs to help those with mental illness and their families, with another 56 programs offered through contract providers. Each program’s success is measured and monitored.
A variety of programs exist for adults, older adults, children and youth, including treatment, outreach and engagement services. For routine requests for service, 99 percent are offered an appointment within five working days of the initial call. For urgent needs, all callers are offered an appointment within one day of the initial call.
The Health Care Agency also is implementing an open-access program for immediate assistance where clients who are discharged from hospitals can be seen within 24 hours. Clients who miss a doctor appointment or who cannot be seen the same day also can take advantage of this “open access” program.
Other successes from the County’s MHSA program include:
- 358 people referred to Assisted Outpatient Treatment (also known as Laura’s Law) from July 1, 2014 through June 30, 2015. Of those, 26% were linked to voluntary services in the community. Eight people went through the court process to achieve recovery and stability. Orange County became the second California county to adopt Laura’s Law in 2014.
- Over the past two years, 18,621 referrals were handled by trained clinical workers through Behavioral Health Services, resulting in 17,254 direct links to services. (A referral occurs when a staff member verbally provides a recommendation for services; a direct link is when a staff member stays on the phone as the caller is connected directly to a service provider).
- The Children’s Crisis Residential Program provides a 12-bed short-term crisis intervention program for youth aged 13 to 17. The program provides immediate service to teens displaying behavior indicating severe emotional disturbance.
- A six-bed residential program is available for transitional-age youth who have experienced a mental health crisis but do not meet the criteria for in-patient hospitalization.
- The MHSA Housing Program has made 118 units available for eligible clients in seven built or lease apartments. Another 29 units are under construction with more financing sought to complete an additional 35 units.
The County ended Fiscal Year 2014-15 on June 30, 2015, with about $158.6 million in funds available, as well as another $70.4 million required by the act to be kept as Prudent Reserves in case revenues drop sharply in any given year. Of the $158.6 million in usable reserves, $108.6 million is needed to sustain existing programs, while another $50 million is available for program enhancements based on needs and gaps in services. The Health Care Agency is currently in the planning process to identify those needs.

Metrolink Lowers Student/Youth Ticket Prices |
|
Following Supervisor Nelson’s motion earlier this month, the Metrolink Board of Directors approved consolidating the Student and Youth fares as part of the agency’s regular fare structure and reducing the price for students and/or riders 18 years-of-age and younger.
The proactive step to increase ridership allows students and youth a 25 percent discount on a Monthly Pass, a 7-Day Pass, or One-Way and Round-Trip tickets. On July 1, Metrolink launched a promotional 25 percent discount on Student and Youth fares. In July and August, student and youth ridership on Metrolink increased 13.5 percent, compared to the same time period in 2014. Metrolink anticipates student and youth ridership to continue to increase as the school year progresses. |

Supervisor Honors 50 Years of Boy Scout Service |
|
Supervisor Nelson was honored to deliver a Lifetime Achievement commendation this month to Joseph Koch to commemorate 50 years of membership and service to the Boy Scouts of America.
Joe started his association with Scouting as a Cub Scout in February 1945 and continued his registration as a Boy Scout and Assistant Scoutmaster until March 1959. Along the way he earned the Wolf, Bear, Lion, and Webelos (present day Arrow of Light) Awards as a Cub. Becoming a Boy Scout upon reaching his twelfth birthday, he advanced to Eagle Scout with four palms, attended the Second National Jamboree at Valley Forge, PA, in 1950, was a participant at the first National Junior Leader Training Course at Schiff National Scout Reservation in 1951, and served on Scout Camp staff in 1952 and 1953 until leaving to become a Midshipman at the U. S. Naval Academy.
He kept his registration in Scouting as an Assistant Scoutmaster until 1959. Rejoining the Scouting movement in 1972 when his son became a Cub Scout, he has been a registered adult ever since. Along the way, Joe has served as a Pack Committee Member, Assistant Webelos Leader, Assistant Scoutmaster, Scoutmaster, District Committee Member, Unit Commissioner, Assistant District Commissioner, District Commissioner, Council Committee Member, Assistant Council Commissioner, Deputy Council Commissioner, and Council Executive Board Member. He has served as Camporee Chairman, District Training Chairman, District Awards Chairman, Chairman of the Council High Adventure Team, Assistant Council Training Chairman, and Council Awards Chairman. Joe has attended numerous training courses and has served on Cub, Scout, and Varsity training staffs on both the District and Council level.
Twice he served as Course Director for the Council Train the Trainer Course. He first served on Wood Badge Staff in 1986 and served on 4 addition Wood Badge Staffs finishing as Assistant Scoutmaster Facilities in 2004. In addition to numerous training awards, Joe has received the Distinguished Commissioner Award, the District Award of Merit (1980) and the Silver Beaver (1982). He received his 55 year veteran award 2 years ago. He has served as the trek leader for 10 week long backpacking trips in the Sierras.

County of Orange hosts Celebrating Families Event |
|
On October 22nd, the County of Orange Social Services Agency and Children and Family Services hosted their annual Celebrating Families Event. This recognition dinner provides an opportunity for parents who successfully reunified with their children, their extended support system, service providers, court personnel, community members and CFS staff to celebrate their accomplishment. The event also highlights the partnership between the parent and social worker. Nelson Staffer, Natalie Wieckert, joined SSA and CFS in commending the parents on their courage, resilience and fortitude. It was an honor to participate and the Fourth District wishes each parent best in all future endeavors. |

Pick up Stix celebrates 25 years in Placentia |
|
Pick Up Stix celebrated a grand reopening ceremony with the Placentia Chamber of Commerce, local business owners, and representatives from elected offices on Tuesday, October 13. The Chinese restaurant chain, founded by Charlie Zhang, opened its doors in 1989 with its first restaurant in Rancho Santa Margarita. Diners can choose from a wide variety of Chinese dishes, while your meal is prepared as you watch. The signature entrée is the House Special Chicken that is prepared with white wine, garlic, soy sauce, and caramelized chunks of chicken.

Buena Park Silverado Days |
|
It was a perfect weekend of family fun and festivities that kept some of the 60,000 who attended busy from sun-up to closing as Buena Park completed the 59th edition of Silverado Days 2015 at William Peak Park.
Hosted by the Buena Park Noon Lions and the City of Buena Park, the weekend was a noisy and colorful collage of carnival rides, game booths, an amazing food court, arts and crafts vendors and local business members promoting their professional services or products.
Featured contests include a Car Show, a World Amateur Arm Wrestling Championship, an Amateur Horseshoe Contest, a Pie-Eating Contest, a Hog Calling, a Baby Contest, a Men's Leg Contest, a Dog Show, a Chili Cook-off and much more!!
Supervisor Nelson was proud to partner with Silverado Days planners in Pat Donnelly and Laura Rodehaver by providing an information booth that was manned by Policy Advisor Steve Spernak who handed out County services guides, Veterans Day invite flyers for the 50th anniversary of the Vietnam War and business cards for residents to send questions or suggestions directly to the Supervisor.

Placentia Heritage Days |
|
People weren’t kidding when they say a morning at Heritage Days Placentia is one of the “ hottest “ tickets in OC.
With temperatures close to 100 degrees and even hotter on the asphalt of Kraemer Blvd, the route of the Heritage Day Parade, it was a challenge to stay cool and moving for hundreds of band members, cheerleaders, civic groups and VIP who rode the route to Tri-City Park.
Interim community services director Stacia Mancini took the advice of OCFA Captain Steve Concialdi to stop the march and the parade participants were treated with shade, water and ambulance runs to the ER to check on heat exhaustion and dehydration issues.
Some 4800 bottles of ice water were given out on the parade route by Police and City staff in Tri-City Park where some of the 15,000 attending took the challenge to enjoy the community festival, food park, BBQ vendors, music and booths that lined the tree-lined drive.
Supervisor Nelson had his information booth manned by Policy Advisor Steve Spernak who handed out ice cubes and bottled waters to seniors and parade members who were withered by the afternoon heat.

Happy 100th Birthday Genevieve Thill |
|
It’s a rare moment in time when Supervisor Nelson gets to issue a birthday card and best wishes to someone turning 100 years old but that moment came this past week with an afternoon reception for Genevieve Thill of Anaheim.
Born on October 13th, 1915, Genevieve has been married to her husband of 77 years, Elmer, and still lives in the house they built at 730 N. Citron….over 60 years ago.!
The Thill family raised 5 children and enjoyed having their son, Richard, a Catholic Priest, attend the cake-cutting and photo-ops with Marilyn Fedorow of the Council on Aging.

Supervisor Remembers OC’s Bravest at Firefighter Memorial |
|
Supervisor Nelson was honored to have representatives from his office attend the one hour memorial that remembered each of the fallen Firefighters who gave their lives protecting the residents of Orange County.
Hosted at the Firefighters monument at the Civic Center Plaza in downtown Santa Ana, the program included a musical tribute by the OCFA Pipes and Drums, ringing of the bell signifying the end of a call or day of service for each of the fallen and placement of a single rose at the monument by family members, widows and fellow Firefighters for their respective agencies who lost their hero.
Policy Advisor Steve Spernak attended the ceremonies and extended condolences to family members and appreciation to OCFA Board Members in Craig Green, City of Placentia, and Beth Swift, City of Buena Park, who attended the memorial services.

Supervisor Shawn Nelson is honored to begin his sixth season recognizing the outstanding athletic performances of student-athletes from the 27 high schools he represents as the Fourth District Supervisor.
The recipients are chosen from sports sections of local papers and coaches/parents who provide personal briefings to the Supervisor on the performance of their athletes.
Those athletes in 16 CIF sanctioned high school sports who deliver the finest standards in academic accomplishment or athletic performance are sent a letter by the Supervisor to encourage them personally to new heights of individual accomplishment, team-work, classroom and game time- management and the ethics of sportsmanship and fair play.

Supervisor Shawn Nelson is honored to recognize Valencia High School super-star athlete Emily Salazar as his very first Spotlight on Student-Athletes award winner for her amazing accomplishments on the field and in the classroom.
Emily is a starting Varsity Softball shortstop and outfielder, 2015 Empire League First Team, Valencia High School Varsity Softball MVP and Varsity Scholar Athlete delivering 26 runs, 20 RBI, 3 doubles, 3 triples and batting .369 as a Freshman.
She is also an All-American in academics as a member of Honor Roll. Distinguished Scholar, Perfect Attendance, AVID Student of the Month and Language Arts student of the Month. She has committed to CSULB and will study Kinesiology while playing NCAA Softball for the 49ers in 2018 !! |

OC Parks is pleased to present the annual Halloween Zoo-tacular at the OC Zoo located inside Irvine Regional Park on Saturday, October 31 from 10 a.m. to 4 p.m. Families are invited to partake in a fun-filled spooky day of activities with the animals of the OC Zoo.
At Halloween Zoo-tacular, guests ages 12 and under will trick-or-treat through the zoo and take part in a spooky scavenger hunt. Kids of all ages can create Halloween and fall-themed crafts and enjoy games and a photo/selfie spot with fun props. The OC Zoo animals will participate in the fun and receive treat-filled pumpkins and special Halloween goodies throughout the day. On October 31, the first 100 children ages 12 and under that visit the OC Zoo in costume will receive a special free holiday surprise.
Halloween Zoo-tacular is a free event with paid zoo admission and open to children of all ages. Zoo admission is $2 per person (ages 2 and under are free). Parking at Irvine Regional Park is $5 per vehicle.
